01/02/24 – Meeting Minutes

The meeting of the Rockefeller Township Board of Supervisors was called to order at
6:00 p.m. at the Township building by Chairman, Colin Clayberger


Colin Clayberger, Julie A. Powell, Skyler Herb, George Herrold, Paula Greco, Maggie

Colin made a motion to approve the minutes. Julie seconded the motion. Motion passed
without opposition.
Colin made a motion to approve the Treasurer’s report and file for audit. Julie seconded
the motion.
Julie reported that the Planning Commission had just had their re-organizational meeting.
John Jackson is the chairman; Lynn Wilson is the Vice Chairperson and Mike Brockman is the
Secretary. They did not have any plans to review.


Road Status Report -The crew finished the mowing and returned the piece of rental equipment.
They worked in the garage on township equipment, removed downed trees, borrowed the leaf
blower from Upper Augusta and cleaned out some ditches of leaves, and checked roads after
heavy rain event. They also took out the recycling.

Zoning Investigations – Nothing new at this time.

Government Funds – Colin read aloud the letter Julie received from Sam Hallman stating that
they were waiting for PPL to install the new power meter for the communications cabinet. He
stated as soon as it is installed, they can start testing the cabinet equipment and taps in the field.
They are hoping to start installations in some areas by the end of January. Julie wrote and stated
that the Board needed to use the money by summer of 2024. Colin stated that he just received
notification that if the money is designated it doesn’t have to be spent until 2025.

Tyler Karycki/Bill Yost – Property Issue – Atty. Greco stated he had heard from their attorney
and are waiting for DEP approval.

Stormwater Management Ordinance -Atty. Greco is working on this. It will be discussed at
next month’s meeting with Atty. Greco; he is finishing up creating the Ordinance.

Hazen Road Turn around – Mark Hassinger – Nothing more.

Solar Farm – Nothing more at this time. Colin explained the situation to Skyler and told him
that the Board decided to not agree to their request that we change the text of our ordinance and
instead told them to apply for a Variance Hearing. Julie sent a letter over a month ago and the
Board has heard nothing from them since.

Road Bonding – This will be discussed with Atty. Greco in February meeting.

Generator and Propane Tank -Austin contacted the company about ordering the generator. He
talked to them about the tank size. We will need to know where we want to put the tank, pour a
cement pad for it so we may not be able to move forward with the actual construction until
Spring when the weather warms up. The manufacturers suggested the 1,000 gallon tank but
stated it is basically up to the Board of Supervisors to decide. The size of the 1,00 gallon tank is
4 ‘ x 16’ feet long. They do have the tank in stock. Austin also checked and found that
Affordable Fuels is the cheapest supplier in the area for Propane. Colin made a motion that we
purchase the $1,000. Gallon tank from Fisher Services. Julie seconded the motion. Motion
passed without opposition. Julie asked if the PTO generator is going to be for sale and the
tractor? She had thought if we weren’t using it we could sell it and the funds go back into the
General Fund. Colin reminded her that the Board has to keep those two items because we entered
into an agreement with the United Lutheran Church for an Emergency Shelter using that
Generator and tractor; the items must be retained for that reason.

Garman Issue with Bridge – Colin explained to Skyler that the bridge was put in without any
permits and DEP is involved. At present the bridge was pulled and is sitting on the land near the
water way.


Review of and authorization to pay the Solicitor’s bill – Colin made a motion to pay the
Solicitor’s bill. Julie seconded the motion. Motion passed without opposition.

Review of and authorization to pay all bills- Colin made a motion to pay all bills. Julie
seconded the motion. Motion passed without opposition.

Other New Business – Sign Intermunicipal work agreement – Colin stated that three
townships, Shamokin Township, Upper Augusta Township and Rockefeller Township purchased
equipment together through the COG. This agreement is just a renewal of one already in place.
Colin made a motion to sign the agreement. Julie seconded the motion. Motion passed without

Residents Comments – Maggie Ross stated that her neighbor is causing issues again. She said
that they are blaring their music again, burning at all hours and leaving piles of garbage along
side of their house. She said that they also have mowers and parts scattered around the property.
There was continued discussion about this issue. Maggie stated she believes the property is
owned by an Amanda Shiffer. Julie stated she would check. Colin stated that Ed Wenger should
be told to go out and investigate and cite them under the Property Management Code. Paula
stated that the property belonging to Tyler Karycki on Brush Valley Road is also starting to
amass a pile of tires. The Board discussed the fact that they gave a Conditional Use for the
previous property owner to have his work trucks there, however he was only given permission to
do certain things. There was a discussion about whether it can be rescinded since the property
and the business have changed hands. Julie was asked to go back into the minutes and attempt to
find the Conditional Use for Mr. Yost (previous owner). Julie was also asked to reach out to
Atty. Greco for his advice on Conditional Use and to contact Ed Wenger about investigating junk
issues under the Property Maintenance Code.

Motion to Adjourn- Paula made a motion to adjourn the meeting at 6:43 p.m. Julie seconded the
motion. Motion passed without opposition.
