RE ORGANIZATIONAL MEETING January 3, 2022

Rockefeller Township Board of Supervisors

 

CALL TO ORDER

 

The re organizational meeting of the Rockefeller Township Board of Supervisors was called to order at 7:00 p.m. at the Township building by Supervisor, Colin Clayberger with a pledge of allegiance to the flag.

 

PRESENT

 

Colin Clayberger, Paula Greco, Julie Powell, Atty. Ed Greco (by phone), Ron Bingaman, George Herrold

 

NOMINATIONS

 

Permanent Chairman –Paula nominated Colin Clayberger as permanent Chairman for 2022 Julie seconded the nomination.  Motion passed without opposition.

 

Vice Chairman – Colin nominated Paula as Vice Chair. Julie seconded the motion. Motion passed without opposition.

 

Appointment of Administrator– Colin appointed Julie Powell as Administrator for 2022 at an increase of 5% from 2021 wage and employee benefit package. (to be determined by Auditors).  Paula seconded the appointment.  Motion passed without any opposition. Julie Abstained.

 

Roadmaster – Larry Willard Jr. – Colin made a motion to retain Larry Willard as Road Master for 2022 at a 5% increase from 2021 wage and employee benefit package.  Paula seconded the motion.  Motion passed without opposition.

 

Equipment Operator’s/Laborer’s– Colin made a motion to give Austin Ginck a 5% increase from 2021 wage and employee benefit package.  Paula seconded the motion.  Motion passed without opposition.

 

Part time Help – Paula made the motion to increase the pay of part time employees to $15.00 an hour with 1 ½ of the regular rate for over time. Julie seconded the motion.  Motion passed without opposition.

 

 Building Custodian – Colin made the motion that the building custodian be retained at a wage of $50.00 for first three hours and $15.00 every hour after that (Auditors must set wage because Paula Greco is custodian) Julie seconded the motion. Paula abstained. Motion passed without opposition.

 

 Sewage Enforcement Officer – Paula made the motion to retain KPI Technology as our Sewage Enforcement officer for 2022 at the fee schedule provided.  Julie seconded the motion.  Motion passed without opposition.

 

Backup S.E.O. – Paula made the motion to retain Jim Sanders as back-up S.E.O. at wage as provided on fee schedule for 2022. Julie seconded the motion.  Motion passed without opposition.

 

   Zoning Officer – Paula made a motion to Lehigh Engineering, specifically Ed Wenger as the township Zoning Officer, at the fee schedule they submitted which is $4.00 higher than last year.  Julie seconded the motion. Motion passed without opposition.

 

Appointment of 1 person to Planning Commission– Colin made a motion to re-appoint Paula Greco.  Julie seconded the motion.  Motion passed without opposition. Paula abstained.

 

Appointment of representative and alternate for C.O.G. – Paula made a motion to reappoint Colin as the C.O.G. representative, Julie seconded the motion. Colin made a motion to appoint Paula as the alternate to the C.O.G., Julie seconded the motion.  Motions passed without opposition

 

  Appointment of person for Vacancy Board – Colin made the motion to appoint Mike Brockman to the Vacancy Board.  Julie seconded the motion.  Motion passed without opposition.

 

 Depository for General & State Funds – Paula a motion that we continue to use First National Bank as the Depository for our General and State Checking accounts and First National Bank for General and State Savings accounts.  Julie seconded the motion.  Motion passed without opposition.

 

Solicitor – Colin made a motion to retain Atty. Ed Greco at $400 retainer per month and $100 per hour (same as last year). Julie seconded the motion. Paula abstained.  Motion passed without opposition.

 

Solicitor for Zoning Hearing Board – Colin stated that he would like to hire James Best as the Attorney for the Zoning Hearing Board as he believes Atty. Brosius will soon be retiring. Atty. Greco asked if we had an hourly rate which we did not. The motion was tabled until the February meeting so Julie could get the rate.

 

Alternate Attorney for Zoning Hearing Board (in the matters of situations where cases must be heard for Spyglass Ridge Winery or Tom Webb) – Colin made a motion to hire attorney Mike Gregorowicz of Bloomsburg, PA at a fee of $100. An hour.  Paula seconded the motion.

 

  Engineering Firm – Paula made a motion have Brinkash and Associates as the Township’s engineering.  Julie seconded the motion.  Motion passed without opposition.

 

Employee Vacations & Personal Days – Paula made a motion to continue Employee Paid

Vacations – currently 1 week (+ 1 additional day per year employed) as well as 5 Personal Days

Allowable accumulation up to 12 days. (One day to be used for Primary Election), and 4 Sick

Days per year this can accumulate to an unlimited amount.  Julie seconded the motion.  Motion

passed without opposition.

 

  Employee Paid Holidays – Paula stated that the employees are given 13 paid Holiday’s.  Paula made the motion to continue the paid holidays for the employee’s as follows: New Year’s Day, Presidents Day, Good Friday, Memorial Day, 4th of July, Labor Day, Columbus Day, General Election Day, Thanksgiving Day, First Day of Antlered Deer, Christmas Eve Day, Christmas Day and Employee birthday.  If holiday falls on Saturday, the Friday before is the declared holiday.  If holiday falls on Sunday, the following Monday is declared holiday.  If an employee is called out on a paid Holiday, they are paid double time.  Julie seconded the motion.  Motion passed without opposition.

 

Delegate to State Convention –Paula made a motion that Colin be the delegate to the State Convention. Julie seconded the motion. Motion passed without opposition.

 

Supervisors’ Compensation and Township Employee’s Compensation for use of personal vehicles – Paula made a motion to pay supervisors and employees the IRS rate for 2022 when a personal vehicle is used for Township.  It was stated that the IRS rate is what is being adopted, not the amount because it can change throughout the year. The current amount is $.56 a mile. Julie seconded the motion. Motion passed without any opposition.

 

Secretary/Treasurer Bond – $900,000 – Colin made a motion to increase the bond to $900,000.  Paula seconded the motion.  Motion passed without any opposition.

 

   Giving Administrator permission to pay bills twice a month or more when there is only one monthly meeting. (Avoid late fees and finance charges) – Paula made the motion for the Administrator to pay the bills. Julie seconded the motion.  Motion passed without opposition.

 

Appointment of TCC Representative and Alternate – Julie made a motion for Paula to be the Representative with Atty. Greco as the 1st Alternate.  Paula seconded the motion.  Motion passed without opposition.

 

Appointment of Watershed Group Representative and Alternate – Paula made the motion to make Lynn Wilson the Representative and Mike Brockman the Alternate.  Julie seconded the motion.  Motion passed without opposition.

 

    Road Bonding Figures – Colin made the motion to adopt the new figures from Penn Dot for Road bonding for 2022. $150,208.00. for one mile of dirt road, $204,184.40. for one mile of Seal Coated Road and $412,964.00. for one mile of amesite road.  Julie seconded the motion.  Motion passed without opposition.

 

   Motion to adjourn re organizational meeting – Julie made a motion to adjourn re organizational meeting at 6:22.  Paula seconded motion.  Motion passed without opposition.
