PLANNING COMMISSION REPORT – They canceled their meeting.

UNFINISHED BUSINESS

Road Status Report – The crew plowed and cindered during recent snow events. They cleaned
up downed trees. They maintained the township equipment.

Zoning Investigations -Maggie Ross complaint -Colin stated he felt we could take Ms. Ross
off the agenda because we (the township, and especially Julie) have done all that can be done in
her complaints. Julie asked Atty. Greco if Ed Wenger had spoken with him regarding Tyler
Karycki? He said that he had but that he should move forward giving him the citation. Julie
stated that it had been done but nothing has been done to clean up the area. It was decided that
Julie should write a letter to Mr. Karycki and invite him to the first meeting in March to talk with
the Board of Supervisors regarding the Conditional Use. Julie will write the letter and then send
it to Atty. Greco for his review. Skyler made a motion to have Julie write it and send it. Colin
seconded the motion. Motion passed without opposition.

Government Funds -The funds left in the account are all interest. These funds will be used to
purchase a new computer when the new Administrator starts.

Tyler Karycki/Bill Yost – Property Issue – Already discussed.
Hazen Road Turn around – Mark Hassinger – Julie met with Mark Hassinger, and he told her
that he does not want any wood that might be taken off the land or any ground that might be dug
up. He thanked the Board for moving forward with this.

Solar Farm – Discuss the Host Community Benefit Agreement for Pivot Energy – The Board
looked over the agreement and Colin asked a few questions regarding how exactly we would use
the funds. There were several discussions about things that would benefit the community. One
was the Northumberland County Fair, donating some to the local fire companies to assist with
equipment they might need to fight fires caused by Solar panels, 4-H, and others. Atty. Greco
would respond to Pivot about the agreement.

Jarrett Road and Conrad Road – Julie completed the grants, and they were submitted to Logan
at NCCD. She sent an email to him last week asking for an update and was told that they would
review them and prioritize the projects and then let the grant requesters know if they were
awarded any funds.

Clemens Road Bridge – Julie spoke to Barry Garvarick. She wrote a letter from the Board of
Supervisors and had everyone sign it then she sent it to PennDOT as well as to SEDA COG
requesting we be put on the program. Julie heard from Bryan Miller of PennDOT that day and
he gave her two options the township could investigate. She explained these in depth to the
Board. It was decided that the Board would continue to discuss the options before deciding
about how to proceed.

Resolution 2025-02 – The Board discussed this with Atty. Greco, and he is going to finish
making the changes for the next meeting he attends.

Emergency Management Coordinator – Julie completed all the paperwork and sent it to the
County. She has not heard anything back from them about the approval.

Administrator’s Position – The Board hired someone to fill the position. The new
Administrator will be Stephanie McKinney, and she will begin the second week of May of this
year.

Discussion on Ordinance for Supervisor Compensation- There was discussion about how to
move forward with this and the Board decided that they would create an ordinance that stated it
would be effective January 2030 so that everyone will be paid the same rate at the same time.

NEW BUSINESS

Review of and authorization to pay all bills- Skyler made a motion to pay all the bills. Julie
seconded the motion. Motion passed without opposition.

Other New Business – Colin stated that he was going to attend the NCCD Forum on March 12 th
and asked if any of the other Supervisors wanted to attend. Julie stated she would go if it was not
a meeting night but because of that she decided not to. It is always extra busy preparing for the
meetings. Skyler said he would check his schedule, but it was doubtful because of the time.
Colin asked Julie to check with the road crew and see if they wanted to attend. Julie asked Atty.
Greco what his thoughts were regarding putting the information for the upcoming Rabies Clinic
on the Township Facebook Page and the Website. There was some discussion and Atty. Greco
stated that we should create a Resolution stating what we will accept or reject for allowing on the
page. It was stated that a yard sale which does not benefit the township would be something we
would not want on the pages, but the Rabies Clinic, or the NCCD Tree Sale would be something
we would consider. Julie stated she would look on PSATS Website to see if they had any
examples. She will work on it for the next meeting.

Residents Comments – Paula stated that there has been an increase in accidents at the
intersection known as Wolfe’s Crossroads – Where Route 890, Brush Valley Road and Seven
Points Road intersect. She reminded the Board how we attempted in the past to have PennDOT
consider putting a light there, but they refused and instead allowed us to put the Actuary lights.
There was discussion on the situation, and it was decided that Julie would write a letter to
PennDOT regarding the issue as well as to reach out to Senator Linda Culver’s office.

Motion to Adjourn- Julie made a motion to adjourn the meeting at 6:32 p.m. Skyler seconded
the motion. Motion passed without opposition.
