PLANNING COMMISSION REPORT – They canceled their meeting in February.

UNFINISHED BUSINESS

Road Status Report – The crew plowed and cindered during recent snow events. They cleaned
up downed trees. They maintained the township equipment; they sat with Julie and went over the
upcoming road schedule for 2025. A Spring Road Inspection was discussed and the Board
decided to make a date at our next meeting in March. Julie stated that the letter went to
PennDOT regarding the intersection at Wolfe’s Crossroads. Julie asked the Board if they wanted
to bid out the oil work as we have in the past where our crew puts down the stone or if we want
to bid it out with the oil company putting down the stone. The Board decided to bid it with the
oil company applying the stone.

Zoning Investigations -Colin acknowledged that many of the residents in attendance were there
to explain their concerns about a zoning issue in their neighborhood. He stated that we would
address it at the end of the meeting so each person could have an opportunity to speak. He told
them each person would be given 3 minutes, and he would appreciate it if they didn’t repeat the
same issues as the person before them.

Government Funds -Colin stated that we had used a few of the funds to purchase a generator
and questioned the Board about purchasing an extended warranty. He said for a 10 year plan it
would cost $1,097.10. Skyler made a motion to purchase it. Julie seconded the motion. Motion
passed without opposition.

Tyler Karycki/Bill Yost – Property Issue – The letter was sent to Tyler Karycki about the
Conditional Use. He was invited to attend the meeting on March 11, 2025. Mrs. Karycki left a
message on the township phone line stating they are starting to feel harassed and will attend the
meeting. Julie returned her call and left a message suggesting Mrs. Karycki phone her to discuss
the matter. Julie did not receive a reply.

Hazen Road Turn around – Mark Hassinger – Julie stated that Larry and Austin had gone down
and checked out the area and were surprised at how large the turn around is going to be (close to
80’). He asked if they had to make it that big. Julie sent an email to Atty. Greco asking him this
question considering the way the original agreement was written. He stated that we did not have
to make it that large, however we did need to maintain it.

Solar Farm – Atty. Greco has the host agreement and is working on it. Colin explained to the
residents what the ‘host agreement’ was about. He stated that there is going to be a Solar Farm
going up on Route 890 and the company has stated they will give the township over $100,000 to
use for something that will benefit the residents that is a non-profit.

Jarrett Road and Conrad Road – Julie stated that she received a letter from Logan at NCCD and
he stated that the Dirt and Gravel Grant Board agreed to give funds to Rockefeller Township for
the Conrad Road project but not the one on Jarrett. He stated in his letter that the Board felt it did
not benefit anyone but the one farmer and was not going to impact on a water source. Julie
stated that she did not agree with their assessment regarding the water source since the creek that
flows under Jarrett is a direct tributary to Little Shamokin Creek. There was some discussion.
The Board agreed that we need to figure out what we are going to do. Skyler asked if the
property owner who will be benefiting from this can assist in paying for the repairs since that
offer had been made by him at a previous meeting. Julie stated she did not know if that was
allowed and would check with Attorney Greco. The Jarrett Road project will cost at least
$35,000. And the Conrad Road project is about $29,000. Logan stated in the email that he would
be in touch with Julie to discuss moving forward with Conrad Road project.

Clemens Road Bridge – The Board needs to have a discussion about moving forward with this
matter. Colin explained the situation to the residents in attendance.

Resolution 2025-02 – Atty. Greco is working on this.

Emergency Management Coordinator – Julie wrote to Ron Hinkley at the County requesting
an update on the appointment but has not had a reply from him.

Discussion on Ordinance for Supervisor Compensation- Colin explained to the residents
what this ordinance was about; that it was a change in state policy and our Board was trying to
think of a way to implement it fairly; that no, they were not attempting to give themselves a
raise. Previously Supervisors could only make $1,875. a year but the new law allows they can
make $3,145.
Rabies Clinic – March 29, 2025 – 9:00-11:00 a.m. – Colin stated that we are allowing the
building to be used for a Rabies Clinic as we have in the past. The Board is trying to find a
resolution or ordinance clarifying what can and cannot be put on the Website or Facebook page
making residents aware of these scheduled events. Julie stated she searched the internet and did
not find any templates that could be used, so wrote to PSATS requesting their assistance.

NEW BUSINESS

Review of and authorization to pay all bills- Skyler made a motion to pay all the bills. Colin
seconded the motion. Motion passed without opposition.

Other New Business – Colin opened the floor for the residents to speak regarding their
concerns.
Mrs. Deana Gay spoke about a neighbor (Robert Tegge), allowing his son to bring in old junk
cars onto the property directly behind many of the properties owned by those in attendance. She
explained that they are revving engines at all hours of the night and day and often into the early
morning, like 2 or 3 a.m. She said that they had spoken to the resident before, and it stopped for a
bit but now they are back to it. She said the property is looking terrible with old cars, wooden
pallets and also an old RV which they believe someone is living in. She said that everything
came to a head when the owner’s son was working on a car into the early morning hours (two
nights prior) and when they looked out, she saw that there were flashlights in the woods,
headlights, people talking, music playing loudly. All of this while everyone is trying to sleep.
She said her husband Ron went out to speak to the kid to tell him that he needed to stop as it was
upsetting the neighbors. Ron Gay stated that they are at the end of their rope because they have
attempted to talk to the neighbor and tell him that this is not acceptable. Mrs. Gay stated that the
Board needs to put some ordinance in place to protect people from this type of nuisance. Mr.
Gay stated that he came in that morning to speak to Julie and that he would continue to come to
the Board every day if necessary, until something is done. Mr. Klechinski said that a man asked
to walk on his property because he thought that someone had stolen his vehicle and had hauled it
back there. He said that he allowed them. He did not know if anything was found. He also stated
that when they bought their home to retire, it was quiet and peaceful but now that has changed
with the constant noise and people coming and going into the woods working on these vehicles.
Mr. Mike Campbell another neighbor stated that he had gas siphoned out of his vehicle and the
Gay’s had it stolen from their shed. Mr. Klechinski also stated that his vehicles had gas stolen
from them. They had phoned the police about it and it was investigated. Mrs. Gay stated that
some people showed up at Mr. Campbell’s house asking about a truck for sale and they found
out that the property owner to which they were referring, Mr. Robert Tegge’s son, had used Mr.
Campbell’s address to sell a vehicle. At one point Mr. Steven Marks asked the property owner if
he would like it if people were doing this sort of thing directly behind his house. Mr. Tegge
stated he wouldn’t mind. The consensus from the residents was that they had lived there for
many years (the Gay’s for 31 years) and never had a problem. They had a quiet neighborhood
and that now for the past several years it had gotten extremely noisy and junky. Each resident in
attendance gave Julie a copy of their complaint form they wanted to file it against the property
owner. Julie stated that she would forward all of this information to the zoning officer, Ed
Wenger. She explained the process of how things would move forward and that these things
take time. Colin reiterated that it would not be cleaned up overnight. Mr. Tegge asked if he
could speak. He stated that his son was attempting to remove the vehicles from the woods and
that particular night, it got stuck in the mud and he was having problems getting it out which is
why there was so much noise. The residents stated that this has been going on for two years and
that they remained quiet about it because they know ‘kids will be kids’ but that now they want it
to stop. Another resident stated that he knows someone is living in the travel trailer/RV because
he sees lights on in it. Mrs. Gay said she heard a constant noise the other day and thought it
sounded like a lawn mower but then realized it was a generator which is how they are powering
the electric in the RV. Julie stated that you cannot put an RV or travel trailer on your property
and live out of it. That there are rules and regulations that have been in place for many years. She
also stated there then becomes an issue with gray water and sewage. Mrs. Gay said that the most
recent event scared the children of resident Aaron Smucker because it was so loud. Julie stated
she had met with Mr. Gay that morning and expressed her thanks to everyone that attended and
provided the complaint forms. She told them that she would forward them to Zoning Officer Ed
Wenger for him to investigate. Everyone at the meeting stated that Mr. Wenger could access
their property if necessary to see the problem and stated so on their complaint forms. Someone
then asked if there was a driveway permit for the entrance to the strip of land they are referring
to. Julie stated that she did not believe there had been but that it had only been a ‘field’ road
when the previous owner had the property and rarely used. The residents stated that it is used
regularly now. The Board discussed hiring a drone service which was used in the past. Julie will
contact them and set something up so that it can be done while the trees are still bare of leaves.
Julie also stated that the Township does have ordinances against such issues as were discussed
that evening as well as the use of the IPMC (International Property Maintenance Code). She said
that you are not allowed to have more than one unregistered vehicle on our property and that it
has to be in a shed or properly covered. She stated that there are only two junk yards in the
township that are permitted and that is Comfort’s Junk yard off of Brush Valley and the one
belonging to Conrad’s on Foye Road. Colin stated that the Board would follow through with
this, but the residents had to understand it would take time for things to be resolved. The
residents thanked the Board for hearing their concerns. Colin directed Julie to contact Attorney
Greco to ask if the Board should create an ordinance for use of a drone in zoning enforcement.
Julie stated she would take care of it.

Residents Comments – Nothing more.
