PLANNING COMMISSION REPORT – The Planning Commission met on March 3rd and
reviewed the Subdivision plans for Janet Wagner. They approved and signed the plans.
UNFINISHED BUSINESS
Road Status Report – The crew continue to maintain the township equipment. They had Julie
order more salt as the amount on hand was depleted. They measured roads so Juie could
complete the road work forms for PennDOT. They took out the aluminum recycling to Steon
Metal and took the recycling glass to the Sunbury Municipal Authority. Colin stated that the end
of Victor Road is starting to crack because of the salt the State uses on Hallowing Run Road.
There was some discussion. The Board decided to repair it this year and amesite it next year.
Zoning Investigations -Residents from Airport Road and Overlook Drive came to the February
25th meeting to discuss their concerns regarding a neighbor, Robert Tegge and the fact that he
was bringing junk cars onto his property, loud music and revving of engines at all hours of the
night and early morning. They also stated someone was living in a travel trailer on his land.
After hearing from the residents and property owner, the Board directed Julie to hire ‘On the Fly
Aerial’ to check out the complaints on the properties owned by Robert Tegge. The Aireal did a
fly over on Tuesday, March 4th but someone was walkin in the woods with their dog so they
could not use the footage. Instead they went back out on Sunday, March 9th and shot video again.
Jeff from the Aerial company stated he would get the flash drive to Julie by Thursday of this
week (3/13). Julie phoned Mr. Gay, the one complainant to give him the update. Ed is waiting
for the drone shots to move forward with the letter of violations. There was some discussion
between our zoning officer, Ed Wenger and the property owner Robert Tegge who was in
attendance. Ed stated that he would give Mr. Tegge until April 11th to have it cleaned up and
everything off the property. Mr. Tegge stated that this is what they were trying to do when the
neighbors became upset. He stated that he has a buyer for the land and needs to have it cleaned
up. Ed asked Mr. Tegge if he had any questions and he stated he did not.
Government Funds -Colin stated that the remaining funds are interest on the original deposit
and these funds will be used to purchase a new computer.
Tyler Karycki/Bill Yost – Property Issue – Mr. and Mrs. Karycki were invited to attend the
meeting to discuss concerns residents had regarding their Conditional Use that the Board granted
to Bill Yost (Mrs. Karycki’s father). Mrs. Karycki left a message on the office answering
machine, stating they felt as if they were being harassed. Julie returned the call requesting to
speak with her about the matter, but Mrs. Karycki never responded. They stated they would
attend the meeting but then did not show up. There was some discussion on how to proceed and
our attorney stated that Ed Wenger should give them time to clean up and if there is another
violation then we move forward with revoking the Conditional Use.
Hazen Road Turn around – Mark Hassinger – The crew asked Julie to speak to Atty. Greco and
ask if it is necessary to make the turn around as large as the survey map shows. Atty. Greco
stated that they did not have to make it that large, however, they would have to make sure that it
is maintained to the full size.
Solar Farm – Atty. Greco has the host agreement and is working on it. He stated he had spoken
to the attorney of the solar company. He has also prepared a decommission agreement and the
Board must review it.
Jarrett Road and Conrad Road – The Board discussed the situation and stated that their concern
is for the road and if necessary, new pipes will be installed. There was a question about the
property owner and farmer, Jeff Pontius assisting with the costs since he made that verbal offer
during a previous meeting. Julie asked Attorney Greco if the township could accept a donation
for the work. He said that it is allowed. The Board instructed Julie to notify Mr. Pontius and ask
if he could attend the meeting on April 8 th to discuss the situation. Julie stated that when she
originally filed for the Dirt and Gravel Road work a cost of $35,000 was estimated for the work
needed.
Clemens Road Bridge – The Board discussed this and Julie stated she would continue to look
into options. There was further discussion about how expensive this is going to be and how we
must try to find funding for it through a grant. Julie reminded the Board that there is funding but
that the Township will have to pay for all the work and then submit the bills for payment. She
said it could be several years until the township was reimbursed. They agreed if that was the
case then a short-term loan would have to be secured.
Resolution 2025-02 – Atty. Greco completed the Resolution. He stated that the Board would
have to have it on their agenda for the next meeting to vote on it.
Emergency Management Coordinator – Julie wrote to Ron Hinkley twice at the County
requesting an update on the appointment but has not had a reply from him since writing the
second time.
Discussion on Ordinance for Supervisor Compensation- There was some discussion about
how to handle this so that all supervisors would be making the same amount at the same time. It
was decided that the ordinance would have to specify a date for it to take place 6 years in the
future.
Rabies Clinic – March 29, 2025 – 9:00-11:00 a.m. – Julie contacted PSATS regarding a
suggestion for a resolution the Board could create to specify what we would put on our FB page
and Website regarding the events at the township that would benefit the residents. Julie did get
two samples from PSATS and gave copies to the Board. She did not feel that they addressed the
issue. The Board agreed to try to research it further.
