the State fund accounts; these will be reflected in the next figures. Skyler made a motion to

our insurance. Colin said that the Board also received a letter from SEC TV that TV rates will be
increasing, not internet or phone, just TV rates.
PUBLIC COMMENTS (Agenda Items)
Nothing
PLANNING COMMISSION REPORT – Nothing.
RESOLUTION – 2025-02-Variance Fee Schedule – Colin read aloud the resolution and
explained why we needed to address this issue. Julie made a motion to adopt Resolution 2025-
02. Skyler seconded the motion. Motion passed without opposition.
UNFINISHED BUSINESS
Road Status Report – Colin stated that the Board and roadcrew did a Spring Road inspection
earlier that evening; going over roads that will be having work done this year.
1a. Intersection at Wolf’s Crossroads (Rte. 890, Brush Valley, and Seven Points Roads)-
Matt Swartz from PennDOT and Thomas Squires from PennDOT attended the meeting to
address and discuss the concerns of the intersection. Thomas provided accident statistics since
2019. In 2019 – there were 2 accidents, 2020- 1 accident, 2021 – 1 accident, 2022-0 accidents,
2023- 2 accidents, 2024-2 accidents and so far in 2025 there has been one accident. There was
discussion about the roadway intersection and previous meetings held regarding safety issues.
The PennDOT representatives suggested the township look into purchasing a radar sign which
can be moved around the township. This sign flashes the driver’s speed as they approach the
speed limit sign. They have found that these particular signs make people more aware of their
speed. They stated that they can be moved around the township too to make people more aware.
There was continued discussion about this and Matt stated he would send Julie the paperwork as
an application needed to be completed. Thomas stated he would send the township the statistics
he found on the accidents when doing research for our meeting. The Board thanked both men
for attending the meeting. Matt stated that he had been asked to attend because he was told
someone suggested putting a traffic light there. Julie stated that yes, it had been suggested by a
resident however as she and Matt had previously discussed, it would cause more accidents
because of the way the road is built. The PennDOT representatives encouraged the Board to
reach out to them if they had any additional questions.
Zoning Investigations -The township received pictures from On the Fly Aerial Drone service
for the properties owned by Robert Tegge. Colin stated that Ed Wenger had sent to separate
citations giving him until April 14th to clean up on the one and April 16th to clean up on the
second citation. One citation was for the Property Maintenance Code and the other was for
Zoning. Mr. Gay stated that he has not seen any activity for a clean up on the property directly
behind his house but that vehicles have been taken off of Mr. Tegge’s home property. Mr. Gay
stated that they also brought in a new vehicle and that someone was definitely staying in the RV
the entire past weekend. Mr. Gay asked what the township will do if he requests an extension to
clean up? Julie stated that Ed Wenger would come back to the Board and ask what we wanted
him to do. If the Board felt that there was a good faith effort being made, normally an extension
is given. However, if the property owner waits until the week before the clean update and then
starts it, no, they would be inclined to not feel an extension is warranted. Mr. Gay stated that
they just want to see the things removed. The Board asked if there had been any noise problems
recently and were told that it had been quiet.
Government Funds -Nothing more.
Tyler Karycki/Bill Yost – Property Issue – Mr. and Mrs. Karycki were asked to attend the
meeting on March 11, 2025, had agreed and then never showed up. Ed Wenger was told by the
Solicitor to move forward with citations and notices. The Board will then discuss removing the
Conditional Use previously given to the previous property owner, Bill Yost.
Hazen Road Turn around – Mark Hassinger – The crew completed the job that afternoon and
the Board visited it while on their road inspection. The turnaround looks great and will assist the
crew when they are plowing. The crew will need to maintain this area. Take off the agenda.
Solar Farm – Atty. Greco has the host agreement and is working on it. He stated he had spoken
to the attorney of the solar company. The Board has the decommissioning agreement and are
reviewing it. Colin stated he would rather discuss it at the next meeting when our attorney is
present.
Jarrett Road and Conrad Road -The Board learned that property owner Jeff Pontius was
injured and hospitalized since the previous meeting so they could not meet with him. The Board
went to the site during the Spring Road Inspection and agreed to move forward with the project.
We are going to raise the road by 10” and put in a 64 x 43 steel arch pipe. Colin said the Board is
concerned about the road and even though the storm events are not frequent, the past few
damaged the road. Colin reiterated that we need to be concerned about the road.
Clemens Road Bridge – Nothing new.
Resolution 2025-02 – Taken care of earlier in the meeting. Take off the agenda.
Emergency Management Coordinator – Julie wrote to Ron Hinkley, at the County three times
requesting an update on the appointment. She stated that she has not received any recent
communication from him. She also stated that Russ phoned her that day and they discussed the
matter. He was going to reach out to Clint Herr about it and she would as well.
Discussion on Ordinance for Supervisor Compensation- Nothing more.
Rabies Clinic – March 29, 2025 – 9:00-11:00 a.m. – Julie put an announcement up on the
Website about the event. Austin will open up and close up.
NEW BUSINESS
Review of and authorization to pay all bills- Skyler made a motion to pay all the bills. Julie
seconded the motion. Motion passed without opposition.
Other New Business – Julie stated that Burget and Associates requested an extension on the
Smucker Solar – Land Development/Subdivision until July 2025. Julie said that the new
information was sent to Mike Brinkash and Ed Wenger and both told her that many of the things
were still not addressed by Burget. She said she felt they were going to need this extension.
Colin made a motion to give them the extension. Skyler seconded the motion. Motion passed
without opposition.
Julie stated she had received a phone call from a resident with concerns about the retaining wall
located near the bridge on Hallowing Run Road, right by Augustaville. She said she had
contacted PennDOT about it (because it is their bridge) and they replied saying that it is 50 feet
downstream from their bridge, so it is not their concern. She said she also reached out to NCCD
and they too went out to look at it. The property owner, Jim Burgess told Julie that afternoon that
they said there is no funds to assist him with the repairs. Mr. Burgess is concerned that another
flooding event will take it away and several septic systems with it for those that own land behind
the wall. Jim told Julie that he was also in touch with the Little Shamokin Creek Watershed
Association, and they were going to look into funding for him. He said that he doesn’t have
$40,000 to repair it and it shouldn’t be his responsibility. No one seems to know who did the
work. Julie is also going to reach out to DEP about it.
Residents Comments – Resident Paula Greco suggested the Board put a note on their Facebook
page about the meeting with PennDOT addressing the Wolf’s Crossroads intersection. Julie
sated that she felt if they wanted to know they could look at the minutes on the website and
resident Ron Gay stated ‘or come to a meeting.’ Julie stated that she is personally taking a break
from Facebook. Colin suggested that they delete the Township FB account; he felt Julie had
enough to contend with without having that too. Skyler stated that it is good for when there are
issues that she can make the residents aware of it. Julie agreed. She stated that it wasn’t the
township account she had been referring to but her personal one. She said that she only posted
on FB for the township account when it was necessary as in storm events, etc. Paula then asked
the Board if any thought had been made towards addressing the shipping containers people are
bringing in to use for storage. She stated that they should be treated as an accessory structure.
Julie stated that several people have gotten permits for them however, she is sure that some are
brought in without permits. Paula stated that she noted Ten Acre Storage had some and Colin
reminded her that they had gotten a variance to use them temporarily until they could build
another facility on their land. There was continued discussion.
Motion to Adjourn- Skyler made a motion to adjourn the meeting at 6:44 p.m. Colin seconded
the motion. Motion passed without opposition.
