03/26/24 – Meeting Minutes

CALL TO ORDER
The meeting of the Rockefeller Township Board of Supervisors was called to order at
6:00 p.m. at the Township building by Chairman, Colin Clayberger.
PRESENT

Colin Clayberger, Julie A. Powell, George Herrold, Paula Greco

APPROVAL OF MINUTES
Colin made a motion to approve the minutes. Julie seconded the motion. Motion passed
without opposition.
TREASURER’S REPORT
Colin made a motion to approve the Treasurer’s report and file for audit. Julie seconded
the motion.
CORRESPONDENCE
Colin read aloud the auditor’s letter. They stated that the audit went extremely well, and
they thanked Julie for her excellent record keeping and organization. They increased the hourly
rate for when a Supervisor works for Township to $17.00 an hour.

PLANNING COMMISSION REPORT
Nothing

UNFINISHED BUSINESS

Road Status Report -The crew went on a road inspection with the Board and reviewed the
scope of road work for the upcoming spring, summer season. They worked with Julie to get
figures for the COG bidding. They did some cold patch work throughout the township and also
fixed the headwalls at the pipe on Comfort Road.

Zoning Investigations -Julie and Colin have been driving by the property at different times and
different days and keeping a journal of what they find. The zoning officer has also been doing
this when in the area. So far Julie has been by about 10 times and there was no music playing.
However, Maggie sent videos from the weekend and the music was playing loudly.
On another matter, a Variance has been started for resident Paul Melachrinos on Culp Road for
an addition to his garage.
SEO- Tyler Karycki property -Julie received a complaint about sewage – she sent it to Gil. Gil
stopped and no one was there so he sent a letter to meet with them.
King Property Twin Hill Road – Julie received a complaint about sewage – she sent it to
Gil. Gil stopped and no one was there so he sent them a letter to meet with them.
Government Funds – Nothing more at this time.

Tyler Karycki/Bill Yost – Property Issue – Nothing more

Stormwater Management Ordinance -Atty. Greco is going to prepare something for the next
meeting. A fee schedule will need to be created.

Hazen Road Turn around – Mark Hassinger – Julie is going to schedule a time when On the
Fly can send up their drone for aerial video footage. She wants to coordinate it with Austin so he
can be there with the owner of the company.

Solar Farm – The township received a letter and information for Ed Wenger regarding the
necessity of having a variance. Julie sent it to the other Board members, Ed Wenger, our
attorney and Mike Brinkash.

Road Bonding – Colin stated that the way it is listed is a bit confusing. He said that the amount
they have listed per mile is per incident. So, if the property owner doesn’t fix it properly, they
can be billed the highest amount every time it creates a problem. He also stated that Barry told
him that the issue we continue to fix on Carrol Road because Spyglass Ridge Winery would fall
into this category. He said we should be billing the property owner for all the repairs. Colin told
Julie to contact Ed Greco about this situation.

Generator and Propane Tank -The crew purchased steel tubes to make bollards. They marked
out the place to put the tank.

Comfort Road Fire Training – 104 Comfort Road – The training session occurred this past
Saturday and Jay Long contacted Julie to say that everything went very well. He told her that the
entire property is nearly completely cleaned up. He thanked the township for working with the
Fire Company.

Jarrett Road – The Township is working with our engineer Mike Brinkash to come up with
some ideas for a possible solution to this problem.

Spring Road Inspection – The Board and crew went on a road inspection and reviewed what
work is scheduled for this season. After the inspection, the Board had an employee meeting with
the employees.

Possible Claim from Loss of Power/Generator Arc – Julie received the check from the
insurance company in the amount of $239.35. It has already been deposited into the bank. The
adjuster told her to contact him if anything else were to go bad in the next few weeks.

Clemens Road Bridge – Julie spoke to Mike Brinkash regarding the information. The Board
needs to discuss having a meeting with Mike and the engineer from Wilson Engineering. We
will also need to make Wilson the Structure Engineer for the Township. Julie was asked to call
Mike and talk to him. She is to get a rate from Wilson Engineering. The Board agreed that we
need to start planning for this work.
NEW BUSINESS

Review of and authorization to pay all bills- Colin made a motion to pay all bills. Julie
seconded the motion. Motion passed without opposition.

Other New Business – Driveway Alteration Ordinance – This discussion was had during the
road inspection. There are several areas of roadway in the township damaged because individuals
paved their driveways incorrectly. Julie prepared a letter and Colin read it. He had one change
for her to make to it. She said she wrote Atty. Greco about the issue of a possible new ordinance
but had heard nothing back from him. Colin told her to talk to Ed about how we would handle an
alteration permit.

Residents Comments – Nothing

Motion to Adjourn- Colin made a motion to adjourn the meeting at 6:20 p.m. Julie seconded the
motion. Motion passed without opposition.
