PUBLIC COMMENTS (Agenda Items)
None
PLANNING COMMISSION REPORT
Meeting was canceled as there was no business.
UNFINISHED BUSINESS
Road Status Report -The crew did some grading on Carroll Road, they also fixed the headwalls
on Comfort by the first pipe near the bridge, they picked up cold patch and went around fixing
potholes. They started to sweep up some intersections from anti-skid. Austing stated a resident,
Dean Ross had contacted him about damage to his yard from the plow. Austin informed him that
they will be going around checking for these issues and will fix them. Julie had Austin check out
a complaint from Molly Decker on Kehres Road about the ditch there. He said they will use the
gradall when they can borrow it from Shamokin Township. They took out the recycling, worked
in the shop and Austing opened and closed for the Rabies Clinic. Colin stated that the aggregate
bids for 3,000. Tons of 2 RC was rejected because the crew wanted 2A. Larry had put the wrong
amount in the wrong place when bidding. Colin stated that we can go through Costars to get it.
He spoke with Mike Bowman at Meckley’s, and he said that the COG bid was $12.10 but the
Costars is !2.60. He said if they get the contract, they will give it to the township for $12.10.
Julie was told to call Eastern and Meckley’s for CoStar prices. Skyler made a motion that we
purchase the 2A from whichever Costars contract has the lowest price. Julie seconded the
motion.
Zoning Investigations -Julie and Colin have been traveling by the property and keeping a log
which includes day and time to substantiate the resident’s concerns about noise. Yesterday Julie
received a picture of the property owner burning garbage bags. Julie contacted DEP about the
stuff being burned and asked for an investigation. Ed Wenger stated that the PSP could go out
on this complaint as disorderly conduct. Section 5503 of the PA Crimes Code – Disorderly
Conduct. He stated to cliarify, that Lehigh’s head of Security is a retired PSP corporal and he
suggested this information to Ed. Julie stated that she had spoken to DEP that day and explained
the situation in detail. She was told that they did in fact go out to the property last August (2023)
and did not find anything in violation. They spoke to the property owner, told him what he could
and could not burn and then closed the file because there were no violations issued. Julie wrote
to Maggie Ross and informed her of the information from DEP. Atty. Greco stated that the PSP
knows what they can and cannot cite him on and we may upset them if we make this suggestion.
He advised Ms. Ross’ mother, Paula Greco who was in the audience, to have her follow through
with having her attorney send him a letter under a civil complaint. The township has exhausted
all it’s resources in this matter.
On another matter, a Variance has been started for resident Paul Melachrinos on Culp Road for
an addition to his garage.
SEO- Tyler Karycki property -Julie received a complaint about sewage – Gil went out and met
with the property owner and walked it. He stated that there is no problem and that the excess
water is from springs, not sewage.
King Property Twin Hill Road – Julie received a complaint about sewage – Gil went out
and met with Mrs. King and did not see any issues. When Julie spoke to the individual who
lodged the complaint, he stated he would like to meet with Gil and he can show him the problem.
Julie gave Gil the man’s contact information and he is going to reach out to him and set up an
appointment.
Colin stated he went by Kathy Brittingham’s property the other evening after dark and there
were lights on upstairs in the garage where she built an unpermitted apartment. She was told to
never use the property until she had the property inspections and permitting. Julie was directed to
send this to Ed Wenger for further investigation.
Government Funds – Nothing more at this time.
Tyler Karycki/Bill Yost – Property Issue – Nothing more
Stormwater Management Ordinance -Atty. Greco prepared the Ordinance but Julie needs to
call Gill about the graphs and have his recreate them for Rockefeller Township (they did them
for Upper Augusta). The Board will also need to create a fee schedule. When this is adopted, we
will need to rescind the one where we are under the County ordinance. Julie will then reach out
to Jason Skavery.
Hazen Road Turn around – Mark Hassinger – On the Fly Aerial company went out with Austin
to the site and took several video’s as well as still photo’s. The Board and Atty. Greco reviewed
them. Atty. Greco stated we will need to have our engineer survey the area. Skyler asked if we
should bid that out? Julie explained that in the past whenever they sought quotes from local
surveyors Brinkash was also the most competitive price. Colin stated we need to find the
agreement and give a copy to Mike so he knows what needs surveyed. Skyler asked if we had
any idea on a cost? The Board stated they did not, but it would most likely be over $1,000. When
all this is done, Ed will then write a letter to the Long’s and inform them they must remove the
items from the turnaround. Atty. Greco looked at the photos and stated that the property owner
is creating a junk yard which is not allowed. He told Julie to send the photos to Ed Wenger and
have him investigate it.
Solar Farm – Ed Wenger was to write a letter in response to the one received by the Atty. for
the Solar farm company.
Road Bonding – Atty. Greco will look into this. Colin stated that he did speak with Barry
Garvarick and the State amount of $6,000. Is not a one-time thing but is daily.
Generator and Propane Tank -The crew purchased steel tubes to make bollards. They marked
out the place to put the tank. Julie needs to complete the applications for the PA UCC as well as
Zoning.
Comfort Road Fire Training – 104 Comfort Road – Julie was notified by the Zoning Officer
that the property owner should have had a demolition permit. He phoned Ed Wenger and is
going to take down an old garage. He is obtaining a permit for both structures. Take off the
agenda.
Jarrett Road – The Township is working with our engineer Mike Brinkash to come up with
some ideas for a possible solution to this problem. Julie asked Mike if a larger squash pipe might
work, and he is going to work on the figures to see if it is a possibility. If so, we could try to
apply for a Dirt and Gravel Roads grant. All the Supervisors and the Road crew visited this site
on our road inspection.
Clemens Road Bridge – Julie wrote to Wilson Consulting and is waiting to hear back from them
with a fee schedule.
NEW BUSINESS
Review of and authorization to pay all bills- Slyler made a motion to pay all bills. Julie
seconded the motion. Motion passed without opposition.
Other New Business – Colin reminded the Board that our first meeting with the Planning
Commission to go over the zoning ordinance is on May 6th. He asked Julie to send a reminder to
he and Skyler.
Residents Comments – Paula Greco stated that Jason from Keystone Collections will be going
around to the townships to explain what will be happening tax wise since the School tax is now
OCC instead of Earned Income. There was some discussion as to the percentage. Paula said it is
confusing which is why Jason will help with the transition.
Paula also asked if anyone from United Lutheran contacted us about getting Seal Coat work done
when we have it done in this season. Julie said no one had called. She said she thought they
would be. Julie stated that Hope Conrad also asked her to let her know as she may want to hire
them to do the work on her driveway.
Motion to Adjourn- Julie made a motion to adjourn the meeting at 6:35 p.m. Skyler seconded
the motion. Motion passed without opposition.
