PLANNING COMMISSION REPORT – Meeting was cancelled.

UNFINISHED BUSINESS

Road Status Report – The crew continued to maintain the township equipment. They graded
and rolled Bar, Whities, Lahr and part of Carroll. They replaced a pipe in front of Mike
Brockman’s barn on Shipman Road. They mowed the township lawn, they finished Carroll Road
and ran errands for the shop. The crew informed Julie that the milage counter they have needed
replaced. They got prices and it was replaced. They are also in need of stinger blades and may
need to replace them all so they are uniform. They are working on that. We had a complaint
about work done on Carroll Road; Julie explained to the resident that the work was started and
then had to stop because of the wet weather. It has since been finished. It needs to dry out to get
firm again. There was a question about the fact that large trucks are using that road and should
we look into signage limiting the weight of trucks? There was a discussion and Atty. Greco
stated a traffic study would need to be done to erect any signage and an ordinance as well. No
decision was made.

Zoning Investigations – The Robert Tegge investigation has been closed. He complied with the
N.O.V. Ed Wenger contacted Julie. Ed Wenger was also notified by the attorney for John
Smerlick that he felt John should not have been charged a fee for the zoning permit to add the
three new buildings. His reasoning was that they got a variance to put them up. We explained
that the two issues are different and he had to pay for the zoning permit for the new construction.
They attorney stated that they may argue the point at some future date. Atty. Greco had advised
Ed Wenger to contact the Zoning Hearing Board attorney, Mike Gregorovich, which he did.
There was some discussion with the Board and all agreed they are two separate matters and he
would still have to acquire and pay for the zoning permit to erect the new buildings.

Government Funds -Julie asked if the Board was ok with getting Stephanie two new
computers. One for in the office and a laptop for when she worked at home. They agreed it was a
good idea. She said they would get prices.

Tyler Karycki/Bill Yost – Property Issue – There was some confusion regarding this matter
with the Board. Julie was asked to reach out to Ed Wenger for an update.

Solar Farm – Decommissioning Plan Agreement – Colin stated that this was approved at the
last meeting and signed tonight. Julie will forward a copy of the document to Pivot Energy.
There was discussion about what was in the Township News magazine regarding solar farms and
the State attempting to pass legislation where they would determine if an area is suitable for solar
and bypass the Township’s. There was also discussion about OSHA regulations having to be met
by townships. The Board decided that Julie and Stephanie should write Linda Culver to tell her
that the township is against these measures.

Jarrett Road and Conrad Road – The crew continues to work on these projects.

Clemens Road Bridge -There was discussion regarding this matter and Colin stated we need to
start getting prices to replace the span. Julie reminded him that we had met with Wilson and their
price was for a partial or full bridge replacement to the price of $1.6 million, so the Board
decided to reach out to K.P.I., Gil Picarelli and ask for a price for a culvert type crossing instead.
He quoted between $250,000-$350,000. There was some discussion about talking to our
engineer Mike Brinkash to see if he would be able to provide a quote for it. Julie said she would
write him. There was a picture of one in the Township News in Penn Township that Colin
though the crew might want to see. Stephanie said she knew someone at Penn Township and
would reach out to ask where the bridge was located.

Emergency Management Coordinator – Julie wrote to Clint Herr and asked where the
situation stands regarding the governor’s approval. He wrote and stated he would look into it.

Intersection at Wolf’s Crossroads (Rte. 890, Brush Valley and Seven Points Roads) –
PennDOT -Julie wrote to the Insurance company regarding the question of liability and if it
varied on the type of model used? Julie was told that it would not matter which model was
purchase and the cost would be about $100 a year to insure. Julie was asked to contact Matt
Swartz to get the documents needed to start the process.

Retaining wall at bridge on Hallowing Run Road – Julie said that she had not heard from the
property owner and was told that PennDOT had no responsibility for it. It was decided to take
this off the agenda.

Review of and authorization to pay all bills- Colin made a motion to pay all the bills. Julie
seconded the motion. Motion passed without opposition.
