PLANNING COMMISSION REPORT
The Board of Supervisors and the Planning Commission members met, along with
resident Dan Corbin to start going over the Zoning Ordinance. We were able to review the
definitions.
UNFINISHED BUSINESS
Road Status Report -The crew have been busy working on pulling ditches. Not only in our
township but also assisting Upper Augusta and Shamokin Townships. They also dug out and
framed up the areas where we will be pouring concrete pads for the generator and propane tank.
They mowed the lawn, took care of the township equipment, and ran errands for the garage to
get necessary supplies.
Zoning Investigations – We had a complaint from a resident about a property owner on W.
Mountain Road bringing in a shipping container and putting it on his property without a permit.
Ed Wener went to the site on Thursday night and saw the property owner there. He explained
the issue. The property owner became difficult and stated he was not getting one, that he didn’t
need to. Ed sent him a notice of violation. There was a Variance Hearing held last week for a
property owned by Paul Melacharinos, Culp Road. No information was available about the
outcome of the hearing. Floy Long received a letter of NOV from Ed on the junk on his
property. Floyd came to Julie and requested an extension. Julie wrote him a letter and sent him
a form to fill out with the date he was requesting for the extension. She has not heard from him
since and has not received the signed form back with a date. Julie stated she received a letter
from a resident concerned about the usage of Jake brakes used in Augustaville at all hours of the
day and night. She told Julie that it is constant and that it can occur daily from the hours of 1-3
a.m. She wanted the Board to enact an ordinance against Jake Brakes being use in the village.
Julie explained that even with an ordinance, the State Police will not enforce it if we have one
and we do not have our own Police Force. Julie stated that since it is a state road (Route 890)
she would write a letter to Penn DOT and asked them to investigate and see if they will put up
signs for it. She told the resident that if PennDOT does have signage up then the State Police can
enforce it. She sent a letter to PennDOT and received notification that they will be investigating
it and most likely doing a traffic study. She has not heard anything since that email.
King Property- Twin Hill Road – Gil met with the neighbor who insisted there is sewage leaking
from the property. Gil found nothing. He told the resident to contact him if circumstances
change. (Take Off)
Government Funds – Julie sent in the latest report before the April 30th deadline. Same stated
that they will soon be going live with the updates. UPDATE from Sam Hallman/SEC TV – “I am
pleased to inform you that next week we will begin performing service installations on the new FTTH (fiber-to-
the-home) network. Several members of our installation team have been placing door tags at homes
indicating that they can contact us regarding service. Our primary focus will be completing installations for
locations which previously did not have access to our cable modem internet service over the hybrid-fiber-coax
(HFC) plant. Of course, we will also do FTTH installations if we receive notification from a customer who
currently has cable modem service but wants to upgrade to the FTTH service.
I have greatly appreciated the patience of the Supervisors as we worked through the process of constructing
the FTTH infrastructure. As I have said previously, one of the major factors is the pole attachments application
process and then waiting on the utility pole owners to complete their pole make-ready work. “
Colin stated that Julie had to spend hours preparing the government report. She stated that it
would not accept because of an error but gave no indication of what needed corrected. She
finally realized they were not allowing for any of the interest that had accrued during the time it
has been in deposit with the bank. Atty. Greco stated she should call Justin Skavery and ask him
about it. The question then came up if we can use the interest. Colin doesn’t want to give any of
it back, but Julie stated at this point, according to all she reported, they have used the allotted
amount the government gave.
Tyler Karycki/Bill Yost – Property Issue – Atty. Greco received a letter from Atty. Bathgate
stating that they are waiting for DEP to accept their latest transmittal. There were deficiencies
that they corrected and resubmitted.
Stormwater Management Ordinance -Atty. Greco sent a sample to the Board and Julie gave a
copy of it to each Board member. Julie was directed to contact Gil Picarelli at KPI to ask if they
could recreate the grafts and sketches for Rockefeller Township.
Hazen Road Turn around – Mark Hassinger – Floyd Long came into Julie’s office and stated
he was working on the clearing the spot out as per the NOV he received.
Solar Farm – Julie received a packet of information from the ARM group. They are moving
forward with the Variance. Julie sent all the information to Ed Wenger and he in turn is working
on setting up a hearing. Paula stated that the Board of Supervisors may want to attend to make
sure that what is expected of them is mentioned during the hearing. Julie reminded her that Ed
Wenger has been handling the issues per our ordinance and he will be there to speak for the
Board of Supervisors as our Zoning Officer.
Road Bonding – Attorney Greco presented the Board with a copy of the ordinance. There was
some discussion. Skyler made a motion to advertise the Ordinance for Adoption. Julie seconded
the motion. Motion passed without opposition. Julie will contact the Daily Item to have it
advertised so the Board can vote on it at the next meeting.
Generator and Propane Tank -The crew purchased steel tubes to make bollards. They marked
out the place to put the tank and dug the area out. They will be cementing it in the near future as
they have all the forms in place.
Comfort Road Fire Training – 104 Comfort Road -Julie was told to have Ed Wenger visit the
site to make sure that everything was done properly.
Jarrett Road – Mike Brinkash met with the Board of Supervisors on another matter and told
them that he has the work done on this and that they believe a 72” squash pipe should be large
enough to hold the amount of water. If we only need one pipe we can apply for a grant through
the Dirt & Gravel Road Grant program.
Clemens Road Bridge – The Board of Supervisors and engineer Mike Brinkash met with the
engineer, Dave Kapura and Project Manager Shawn Layton from Wilson Engineering to discuss
matters regarding Clemens Road Bridge. It was a good meeting and Dave Kapura will work on
providing a list of options to move forward with some repairs that are needed. He told the Board
he would have that information to Julie within the next week. These will be things that need to
be done to preserve the bridge.
NEW BUSINESS
Review of and authorization to pay all bills- Slyler made a motion to pay all bills. Julie
seconded the motion. Motion passed without opposition.
Other New Business – Colin stated that he was approached by John Clemens, Roadmaster of
Shamokin Township about us helping Northumberland County Conservation District with
rebuilding their driveway. He stated it would not involve any materials but would involve the use
of our manpower as well as our equipment. He told Colin that their Attorney, James Bathgate,
did not see a problem with it and said it was ok. Colin said he told them he would not agree, and
it needed to be discussed with the entire Board as well as our Solicitor. Colin asked Atty. Greco
his thoughts, stating he was not comfortable with it. Atty. Greco stated that though it is a
government entity it is private property and therefore he does not think John Q. Public would see
it that way and we need to remain answerable to our residents. Julie agreed. She stated she
would love to help them out, but she is concerned that the residents will not agree with it and it
will cause issues. Skyler stated that he didn’t understand why they don’t have a line item for
such work in their budget, and Julie stated she was thinking the same exact thing. Paula Greco,
resident stated that she felt it was not something the township should be involved in. The entire
Board and the Solicitor stated that we should not do the work. Colin stated that they also asked
if they could put a load of stone here for them to access during the work. Everyone agreed that
this would not be a problem.
Julie stated that she received a complaint from a resident about people mowing their lawns and
blowing their grass clippings out onto the roadway. She stated that it is a township road. She told
the woman that she would talk to the Board of Supervisors and write a letter to the residents she
reported requesting they stop that practice. She read aloud the letters she wrote. Colin stated he
had a problem with us sending out the letters since there is no law broken. Atty. Greco stated that
it is a good idea to send them because then if anything would happen because the residents are
doing this, the township can show that they attempted to have them stop doing it. There was
discussion about this being a state law, but Julie said when she researched it, it in fact is not a
state law; she said that legislation had been brought forth in 2019 but it did not pass. The board
agreed to send the letters.
Skyler asked if the crew fixed the ditch on Cider Press Road. Julie stated that they had. Colin
said he continued to talk with the resident after Skyler left the meeting and they found an area
down further that was completely filled and growing trees in it. Colin said he met with Larry at
the site the next day and had them clean it out. Then Colin started to discuss Comfort Road and
the issue there and Skyler asked if the letter had ever been sent out to the resident. Julie said she
had prepared one and presented it to the Board but that they decided to hold off because they
were working on creating an update for alternating or fixing driveways. Skyler asked if this
driveway ordinance we are now reviewing would work for existing driveways and Atty. Greco
stated it would if they are altering them or changing them. Skyler asked, “so we didn’t send it.”
(Meaning the letter to the resident on Comfort Road). Julie said that we had not. She asked the
Board if they wanted her to send it or not and was told to hold off. Colin told her to have a copy
of it for the next meeting and they would discuss it.
Residents Comments – Resident Paula Greco stated that when she was Supervisor in 2021 she
saw that we had done an ordinance. She sent it to the Board. Julie said she would look for it.
Motion to Adjourn- Julie made a motion to adjourn the meeting at 6:45 p.m. Skyler seconded
the motion. Motion passed without opposition.
