PLANNING COMMISSION REPORT
The Planning Commission met with the Board of Supervisors and discussed the
definitions of Chapter 27 Zoning. The next meeting is July 1st.

HEARING TO ADOPT ROAD BONDING ORDINANCE – Ord. 2024-01 – Colin stated
that the ordinance had been advertised in the Daily Item and was available for review at the
township. The amount of bonding is $6,000. Per mile for dirt roads and $12,500 per mile for Tar
and Chip roads. Skyler made a motion to adopt the ordinance. Colin seconded the motion.
Motion passed without opposition.

UNFINISHED BUSINESS

Road Status Report – The crew have been working on cold patching the edges in preparation
for the upcoming Seal Coat work. They continued to maintain the township equipment, mowed
the lawn, removed downed trees and worked on the Generator and Propane tank pads. They also
started mowing around the township, using Upper Augusta’s mower. Colin stated we have a
proposal from Affordable Fuels for $1,330.00 to hook up the generator to the propane tank and
asked Atty. Greco if we needed any more phone quotes. He researched the information and
stated we did not, it was under the threshold. Skyler made a motion that we have Affordable
Fuels hook up the tank. Julie seconded the motion. Motion passed without opposition. There was
discussion between the board members about the small mower the township owns which is used
to power the small generator. Colin asked why they haven’t tried to find a mower for it. Julie
stated that she remembered they had several years ago but parts weren’t made for it anymore.
Skyler and Colin discussed options. It was decided that the crew was to bring the mower into the
garage and call Colin when they do so it could be looked at and decided what can be done with it
to meet our mowing needs. Julie stated that she had Austin look into the cost of a mower but the
one he was given a price for was $97,000 and that is the competitive price. There was discussion
about Shamokin Township also having one but it was not working at present so between the
three townships, only Upper Augusta Township had a working mower. Julie also stated that the
companies the crew used to rent them from no longer rent the mowers. Colin stated that he
wanted them to pull it into the garage when it was a rainy day, to phone him and they would look
over it. Perhaps they could get a piece built for it. (Julie had phoned the crew before the meeting
to discuss this question but had not heard back from either of them.)

Zoning Investigations – Ed sent the issue with the Kemberling property to the Magistrate as
they made no attempts to clean it up and Julie received a second complaint about it from a
different resident. Ed also sent an NOV to a property owner in the Points for trash accumulation.
Ed has not heard anything from Floyd Long so he will be taking him to the Magistrate as well.
Julie stated that she also received a visit from a resident regarding weeds on the property at the
corner of Seven Points, also owned by Mr. Price. The resident stated that because of the weeds
they could not see to pull out of the intersection. Julie asked if she should write a letter
requesting, they week whack around their property. Skyler and Colin said they should have Ed
Wenger send the letter.

Government Funds – Julie received an invoice from SEC TV for the balance of the work. Julie
prepared the check for $200,000.00 and presented it to the Board for payment that evening.
Colin stated that there is still a balance in the account of $1,000. We could put towards the
Affordable Fuels bill. Julie explained that the accounting system the Federal Government gives
for this grant does not allow for an addition of interest so she is not sure if they can use it. She
stated she had phoned Justin Skavery and would again to see if he could help her.

Tyler Karycki/Bill Yost – Property Issue – Nothing more.

Stormwater Management Ordinance -The Board tabled this indefinitely.

Hazen Road Turn around – Mark Hassinger – Waiting for the survey from Brinkash and
Associates.

Solar Farm – They have requested a hearing with the Zoning Hearing Board. It is scheduled for
June 27th at 6:30 p.m. Julie stated that the notice was posted on the property that day.

Generator and Propane Tank – Julie contacted Tri Edison Electric. They met with the crew on
May 30th and discussed what is needed. Julie asked the owner, Dale Klinger to provide a quote.
This company has done work for the township in the past and is in the township. Larry
contacted Matt Shaffer of Affordable Fuels Propane and he met with them. The estimate was
discussed earlier in the meeting.

Jarrett Road – Waiting for survey from Brinkash to provide the data so we can discuss moving
forward.

Clemens Road Bridge – Julie stated that Mike Brinkash did not feel it would be out of line for
the Board of Supervisors to request a breakdown of charges from the engineering firm. There
was some discussion about this. Julie was directed to contact the company, Wilson Engineering,
and ask for a total estimated cost for the project for budget purposes.

Driveway Alteration Ordinance – The Board already has something like this created on
January 2, 2018. This is to be taken off the agenda.

Jake Brakes/Augustaville – Julie has not received any information regarding this from
PennDOT.

NEW BUSINESS

Review of and authorization to pay all bills- Slyler made a motion to pay all bills. Colin
seconded the motion. Motion passed without opposition.

Other New Business -Resolution for Auditors Pay – The governor signed for the townships to
be allowed to pay the Auditor’s more than $10. An hour. The amount can be up to $18.00 an
hour. Julie stated that it has been over 20 years since they had any increase, and she has been
working on this for many years with Linda Culver’s office. She stated that we have an excellent
Auditing Board, and we are fortunate we don’t have to hire an accountant. Skyler made the
motion to increase their pay to $18.00 an hour no more than $1,800. A year per auditor. Julie
seconded the motion. Motion passed without opposition.

Charge for Variance/Special Exception – The current rate is $600. But is not covering the actual
cost of the amount that can be charged back to the resident. The Board discussed increasing it to
cover the costs and then if there is anything left over all unused monies are returned to the
resident. There was discussion about how much to increase it. Julie also asked if she should go
back to doing much of the paperwork to cut down on the cost from Lehigh Engineering? Colin
and Skyler decided it was best to continue to have Ed do the work and increase the cost of the
variance. Skyler suggested Julie go back and look at the cost of the last 5 variances, come up
with a basic cost and add 20%. Discussion was around what amount to increase it to, $1,000 or
$1200. Atty. Greco suggested we increase it to $1,200. Skyler made a motion that we increase it
to $1,200. Julie seconded the motion. Motion passed without opposition. Resident Paula Greco
reminded the Board that when working with the Planning Commission, reviewing Chapter 27
(Zoning), we should see what is causing these variances and address those issues; Julie agreed.

Residents Comments – Resident Paula Greco stated that she was on Comfort Road a few days
prior and noticed that there was damage to the road from some type of equipment. It looked like
whatever equipment they used on 104 Comfort was taken out on the road and it ripped up part of
Comfort. She asked Julie if she had seen it. Julie stated she doesn’t often use that road, but she
would go over it on her way home to check it. Also, she stated that the farm that used to belong
to Crystal and Jim Snyder on Captain Bloom Road is not being mowed at all by the current
owners. She stated it is in terrible condition. Colin stated he too had seen it when driving by
recently. This had belonged to his grandparents’ years prior. Julie was told to contact Ed
Wenger regarding it.

Motion to Adjourn- Skyler made a motion to adjourn the meeting at 6:36 p.m. Colin seconded
the motion. Motion passed without opposition.
