CORRESPONDENCE

Colin asked Rick Shemory about the fire company. Mr. Shemory responded that Sunbury is
working on combining all fire companies in Sunbury as one fire company called the Sunbury
Fire Dept. The request currently sits with the Attorney General for approval.

PUBLIC COMMENTS (Agenda Items)

PLANNING COMMISSION REPORT
The Planning Commission met last night and approved the plan for Pivot Energy on the App
flats with eight conditions for final approval.

UNFINISHED BUSINESS

Road Status Report
The crew cleared several trees that have fallen in the township. The crew continues to maintain
the equipment on a daily basis. They mowed the township lawn. Work completed at Seven
Points Road and Route 890.
Colin read an email from Senator Culver’s office concerning a property on Beck Road and water
drainage. Joseph Bucharski was present about the matter. There is a retention pond there that the
township installed years ago and now there is so much water that the water goes over the pond
and into his yard and basement. The water was fine until a few years ago. Julie responded that
the pond was installed about 20 years ago. The minutes will be reviewed and then the board,
engineer, and road crew can meet on the property to see what is going on.

Zoning Investigations
Received a concern about setbacks on cemetery on W Mountain Road. Caller completed a
complaint form so Ed W can get on the caller’s property to investigate. Ed W sent a letter to the
owner of the property. The owner called Ed W. and no actions have been commenced on the
cemetery. The owner had some information from an attorney regarding creation and regulations
of a cemetery. The information was received and sent to Ed W. last week.

Government Funds
The new laptop was received. The invoice was received and will be paid from this account to
make it a 0.00 balance and then the account can be closed.

Tyler Karycki/Bill Yost
Attorney Greco has reached out to Attorney Bathgate and has not heard anything back.

Solar Farm
Plans submitted and awaiting the conditions to be completed.

Jarrett Road
Pipe has been delivered to the site. Awaiting word from Mike Brinkash on the status of the GP
permit.

Clemens Road Bridge
Nothing new.

Emergency Management Coordinator
No word yet from Russ with a SID number.

Intersection at Wolf’s Crossroads (Rte. 890, Brush Valley and Seven Points Roads)
Skyler presented some numbers for a flashing speed limit sign. A 2-3-year-old signal costs
around $8,000.00 to $8,500.00 so he recommended a new signal at $10,500. Stephanie will look
into some pricing for Costars.

Resident Concern about Airport Rd. and Seven Points Intersection
A letter was drafted to be sent to the owners of the shed to request a meeting with the board to
discuss removal of the shed for better sight distance. No response has been received
Meeting Attendance Resolution
Julie motioned seconded by Skyler to adopt Resolution 2025-4 a resolution to permit the Board
of Supervisors to vote and attend township meetings via telephone of video call. Motion was
passed unanimously.

Northumberland National Bank
The board previously elected to change all the bank accounts from First National Bank to
Northumberland National Bank so they can receive a higher interest rate with a municipal
account. The bank requested a letter with a list of the bank accounts to be created and their
names, the names of the signors, and permissions for online banking. Julie moved, seconded by
Skyler to sign the letter for the bank with the new account information. Motion was passed
unanimously.

NEW BUSINESS

Review of and authorization to pay all bills
Colin made a motion to pay all the bills. Julie seconded the motion. Motion passed without
opposition.

Other New Business
There will be no meeting on July 22nd. The next meeting will be August 12th.

Roadmaster At Meetings
Julie addressed a request from the Roadmaster about attending the meeting. Julie noted that
although she didn’t have a problem with it, part of the Administrator’s job is to give a report on
the roads. Colin also stated that Larry lives in Milton so there is travel time and he would need to
be paid. The board decided that the Roadmaster does not need to be at the meeting unless there
was something important going on that he needed to discuss with the board or a major road issue.
Colin noted that the board should have meetings with the employees that would help with this
issue.

Comfort Road Bridge
A letter was received that the county was going to do a bridge rehabilitation on Comfort Road.
Ed asked if it was a bus route. The board would like to know if when is it going to start,
completion date and if during the school year the school district would need to be involved.

Supervisor Pay
Stephanie brought up that last year the state approved a pay increase for supervisors. She would
like to see the board paid monthly versus per meeting since the supervisors do much more than
attend a meeting. Ed requested to look at the information provided for the next meeting.

Direct Deposit
Stephanie reported that the employees requested to move to Direct Deposit. QuickBooks
currently charges no fees to do this and paystub copies would be provided to the board for
approval and to the auditors. Colin moved, seconded by Julie to grant the administrator
permission to pay the employees via direct deposit. Motion was passed unanimously.
Legal Services
Ed recommended that the board start looking for legal services for next year and anyone
interested should provide a resume, fee schedule, liability insurance, and to start January 1. Julie
noted that she talked with Donnie Kapovich who is interested. He has no retainer and charges
$100 or $150/hr. Stephanie will reach out to Donnie.

Ed left the meeting at 6:33 p.m.

Planning Commission
Paula stated the Planning Commission requested that the board provide them with a document
that the commission should take on. Colin stated that they should read the second-class township
code. Paula also asked about having a secretary but Julie responded that they did have one
several years ago and decided didn’t need one.

Motion to Adjourn
Julie made a motion to adjourn the meeting at 6:40 p.m. Skyler seconded the motion. Motion
passed without opposition.
