08/09/22 – Meeting Minutes

CALL TO ORDER
The meeting of the Rockefeller Township Board of Supervisors was called to order at
6:00 p.m. at the Township building by Chairman, Colin Clayberger

PRESENT

Colin Clayberger, Paula Greco, Julie Powell, Atty. Ed Greco, George Herrold, Ron
Bingaman

APPROVAL OF MINUTES
Paula made a motion to approve the minutes. Colin seconded the motion. Motion passed
without opposition.
TREASURER’S REPORT
Paula made a motion to file the Treasurer’s report for Audit. Colin seconded the motion.
Motion passed without opposition.
CORRESPONDENCE
The Board received a letter from Atty. Michetti stating that his client, Mrs. Baslick will
be appealing the decision of the Zoning Hearing Board for the Northumberland County
Conservation District.

PLANNING COMMISSION REPORT- Cancelled.

UNFINISHED BUSINESS

Road Status Report – The crew assisted Shamokin Township with a project as well as Upper
Augusta., then Upper helped us with one of ours. The crew worked on Twin Hill Road to
prepare it for Reclamation (the end by Plum Creek Road). The reclaimer came in last Friday, the
work was done, and the crew added more stone, graded and rolled it. The crew went out again
today and rolled it again smoothing out the driveway entrances to the road after Julie received
complaints. Julie met the crew there this morning and did not see an issue. As a matter of fact,
she backed in and drove out of the driveway and had no problems doing so. Julie phoned the
people that complained and spoke with them.

Zoning Investigations – Ed Wenger sent an update to the Board. Each member has a copy.

Comprehensive Plan Update – The Board and the Planning Commission met with Mike
Brinkash last evening, Monday, August 8, 2022, at 6 p.m. to go over the updates for the
Comprehensive Plan. We will have to discuss finding a resident to be a part of the meetings
when we start updating the zoning portion of the Codification.

Government Funds – Atty. Greco will send the agreement to Sam Hallman, SEC TV.

Tyler Karycki/Bill Yost – Property Issue – Atty. Greco will follow up with Atty. Bathgate.

Agreement with Statewide Tax – Renewal 03/23 – Keep on for future.

Purchase new Broom for Loader – Still on order – no new information is available.

Belt Loader – The old belt loader sold and a check for it was given to the COG. Colin stated
that once the repair bills are tallied for the new belt loader each township (Shamokin, Upper
Augusta, and Rockefeller) will be billed for their portion. Colin does not believe it will be more
than $1,000. A piece.

Noise Ordinance – Colin made a motion to advertise the noise ordinance. Paula seconded it.
Julie was directed to advertise it in the Daily Item for adoption on September 13, 2022.

Monthly schedule for ZHB – Atty. Best resigned as the Zoning Hearing Board attorney because
of his schedule. The Board discussed having Atty. Mike Gregorowicz as the new Zoning
Hearing Board attorney since he handled the Webb hearing so professionally. Colin made a
motion to hire Atty. Gregorowicz and if he is not able to do it we will contact Donald
Karpowich, Drums, PA and ask him. (He was suggested by zoning officer Ed Wenger), Paula
seconded the motion. Motion passed without opposition.

Variance Hearing for Northumberland County Conservation District (RTK request) –
Julie received the decision from Atty. Best and mailed a copy to Antonio Michetti per his client
Jessica Landis (for Mrs. Baslick). The RTK request was fulfilled.

Copier for the Office – Julie signed the paperwork for Doing Better Business to order the
copier. It has been ordered and she was told it will be approximately 1 month before it arrives.

NEW BUSINESS

Review and Authorization to pay the Solicitor’s bill – Colin made a motion to pay the
Solicitor’s bill. Julie seconded the motion. Motion passed without opposition. Paula Abstained.
Review of and authorization to pay all bills – Paula made the motion to pay all the bills. Julie
seconded it. Motion passed without opposition.

Other New Business – Nothing.

Residents Comments – Nothing.
Motion to Adjourn- Paula made a motion to adjourn the meeting at 6:12 p.m. Julie seconded the
motion. Motion passed without opposition.
