PLANNING COMMISSION REPORT
The Planning Commission and Board of Supervisors met on August 5, 2024, at 6 PM to
continue to review Chapter 27 (Zoning).

UNFINISHED BUSINESS

Road Status Report – The crew purchased Cold patch and went around to the roads which are
scheduled for Seal Coat work and repaired edges as well as filled potholes. They removed
downed trees cleaned up after storms, mowed the township lawn, assisted Upper Augusta with a
project, and maintained the township equipment. Colin stated that he has some concerns about
the lines on Seven Points Road and how they are fading. He requested Julie contact D.E.
Gemmill and ask if they could do the line painting this year and what the cost would be.

Zoning Investigations -Julie received a call from Dean Ross, Great Coasters regarding an NOV
they received from Ed Wenger. Julie provided him with Ed’s information and told him to speak
to him. The township has always been on a complaint driven basis, even if those complaints are
by email, text or phone call. Ed Wenger suggests we start using the Complaint form that he
created for us so we can have a paper trail. This information would be kept confidential but if a
person wishes to complain they would have to be willing to sign their name to a complaint. The
board discussed this, and Atty. Greco was going to investigate it a bit further. Gil Picarelli wrote
to Julie with regards to investigating property owner, Tom Webb, for allowing a motor home to
be parked on his property and putting the sewage from the motorhome into their septic system.
Gil stated that when they arrived on the property they found the property owner was at fault and
told him to disconnect it. This is the second time he has been caught and told to removed all
connections. Gil asked how the Board wanted to proceed with this? Julie had forwarded his
email to the other two Board members. There was discussion with our Solicitor and it was
decided that Gil should proceed with issuing a fine since this is a second offense. Skyler asked
what Tom Webb would have to do to be able to dump into his system? Colin stated that he
would have to discuss this with DEP via Gil since it was not designed for that.

Government Funds – Nothing more at this time.

Tyler Karycki/Bill Yost – Property [ssue – Nothing more.

Hazen Road Turn around – Mark Hassinger – Julie spoke with mike Brinkash and he stated that
he was going to have his brother about when it would be completed and he would get back to her.

Solar Farm – Colin and Julie received a phone call from a representative for Pivot Energy by the
name of Jacob Voyzy. He would like to have some time next meeting to discuss the plans for a
solar farm on Heim Road. He plans on contacting the neighboring landowners. The Board’s
business meeting would be held first, and this meeting would be after. He also has been in touch
with Ed Wenger and with Mike Brinkash. Julie forwarded the email to the other two Board
members. When the Board and Atty. Greco reviewed the most recent letter with the sketch, they
found that the property in question is not on Heim Road as we were originally told but on Route
890, outside of Sunbury, (previously known as Apps Flats). The Board was now questioning if
this was an additional solar farm or in place of the one on Heim. Julie was directed to contact
Jacob for an answer.

Jarrett Road – Maps were received. Julie spoke with Mike Brinkash and he was going to Logan
again at NCCD to find out if we needed a GP 11 or GP7. Logan was waiting to hear back from
DEP.

Clemens Road Bridge – Julie wrote Wilson Engineering, but they never responded to any of her
emails. She is going to phone Uni-Tech to ask if they would be willing to quote a price for their
work.

Jake Brakes/Augustaville – Atty. Greco prepared an ordinance for the use of Jake Brakes in
Augustaville. Colin made a motion to advertise it with an adoption date of September 10, 2024.
Skyler seconded the motion. Motion passed without opposition.

Stormwater Management – The Board discussed this with Atty. Greco, and it was decided that
the Township would continue to allow the County to administer this. This item can be taken off
the agenda.

Resolution 2024-03 – The Resolution previously written needed a few more points added to it.
Julie suggested that Atty. Greco write the next one since he would be the one to defend it in court.
The Board discussed this and Atty. Greco is working on it.

NEW BUSINESS

Review of and authorization to pay all bills- Skyler made a motion to pay all bills. Julie seconded
the motion. Motion passed without opposition.

Other New Business – Colin asked Julie to have Austin research Motrim for a flail mower for the
tractor we own. He also asked her to find out what the Horsepower of the tractor motor is. There
was discussion about possibly getting a mower for the tractor. Colin asked Julie to have the crew
contact him when it rains again so he can come over and talk to them about it.

Residents Comments – Resident Paula Greco reminded the Board of Supervisors that the
Northumberland County Fair would be taking place next week. She stated that perhaps they would
want to put stakes around the grass areas again to keep people from parking on it. Colin stated he
didn’t understand why they needed to park in our parking lot when they had a 10-acre field from
the Clemens Farm and a ride provided from the field to the fair entrance. Julie reminded them that
the Fair had used it for many years and last year was the first time there was an issue. There was
discussion between the three Board members. Colin and Skyler decided that Julie was to contact
Matt Reeder, Fair Chairman and tell him that no one is to park on Township property and directed
her to have the crew get stakes, tape it off and post no parking signs around the property. She was
also told to have them block all entrances to the property. Julie stated that she wanted to understand
them correctly and did they mean absolutely no one parking on township property, not even on the
main parking lot. She said she felt they should at least be allowed to park in the main parking lot
like people do during the Election. Paula stated that she thinks they use this area mostly for
handicap parking and for the Vendors. There was more discussion and concerns shared. Paula
Greco stated she had concerns considering this is local government and we need to support the
fair. One major concern is that people were parking in front of the main bay doors and the crew
could not have had access to the equipment in a case of emergency. Julie stated they could put
stipulations on them using it. There was also concern that the Tanker truck would be parked here
for the Seal Coat work and the vehicles parked would keep the sub contacted crew from having
proper access to it. Last year they parked people in the yard where there are underground springs
and damage was done. The conversations continued and Julie was directed to contact the Fair
Chairman and tell him absolutely no one was to use the township property to park for the fair.

Motion to Adjourn- Skyler made a motion to adjourn the meeting at 6:35p.m. Julie seconded the
motion. Motion passed without opposition.

Motion to Reopen meeting – Colin made a motion to reopen the meeting at 6:36, when it was
discovered a piece of business was not addressed. Meeting reopened.

Colin stated that Julie had contacted Mike Brinkash from Brinkash and Associates to create bound
Comprehensive Plan books since it has been updated. The Board discussed the cost, which was
$350 for 12 books. The Board discussed this and decided to have 15 books made. Colin made the
motion to purchase 15 bound Comprehensive Plan books from Brinkash and Associates. Skyler
seconded the motion. Motion passed without opposition. Resident George Herrold asked who got
these books. Julie stated that each Board member, the Office has a copy, the Solicitor and each
Planning Commission Member. The Board felt that we should have an extra few in case someone
in the public would want to purchase one.

Motion to Adjourn – Skyler made a motion to close the meeting at 6:38. Julie seconded the
motion. Motion passed without opposition.
