PLANNING COMMISSION REPORT
The Planning Commission and Board of Supervisors met on September 9, 2024, at 6
P.M. to continue reviewing Ordinance 27- Zoning.

Hearing and Adoption of Ordinance – 2024-02 – Brake Retarder Ordinance for Augustaville –
Colin explained the reason for the ordinance. He asked if anyone in the meeting had any
questions. There were none. Julie made a motion to pass the ordinance. Skyler seconded it.
Motion passed without opposition.

UNFINISHED BUSINESS

Road Status Report – The crew assisted Shamokin Township with a project. They moved
berms. The Seal Coat work was finished. They mowed the township lawn and continued to
maintain the township equipment. They also ran errands to replenish supplies for the garage.

Zoning Investigations -Ed Wenger asked that the Board of Supervisors decide how they want
to proceed with Clair Hain/Great Coasters. He asked, ‘should he move forward.” The Board
stated that he most definitely should. Colin made a motion to give Ed permission to contact
Atty. Karpowich. Julie seconded the motion. Motion passed without opposition.

Government Funds – Nothing more at this time.
Tyler Karycki/Bill Yost – Property Issue – Nothing more at this time.

Hazen Road Turn around – Mark Hassinger – The Board received the work from Mike Brinkash.
There was some discussion. Julie was told to contract again with On the Fly Drone service to do
another flyover. The crew will have to go out and mark the area to clear. They will also need to
offer any wood that is over 4” in diameter to the property owner Mark Hassinger. Julie was told
to contact Mark about this.

Solar Farm – Julie received plans from Pivot Energy that afternoon for the Solar Farm proposed
on Apps Flats (Off Route 890). She stated she had not had any time to review them and that they
were received without any formal application or payment so she would not be distributing them
until the funds were received. There was some discussion from the residents. Paula Greco asked
if the plans were just for App’s Flats? Julie stated she believed so as she had not had time to
review anything but that was what she had been told. These were not plans for the Heim Road
project proposal.

Jarrett Road – Julie stated that she spoke with Mike Brinkash and he is working with Logan at
NCCD. Logan is waiting to hear from DEP as to whether we need a GP-11 permit or a GP- 7.

Clemens Road Bridge – Julie notified Uni-Tech only to find they were purchased by Buchart-
Horn. She set up a meeting with them for September 24 at 4:30 p.m.to discuss bridge repairs and
cost estimates.

Resolution 2024-03 – Atty. Greco gave Julie a copy of the amendment for the resolution. She
stated she would send a copy to each of the other Board members for a review. Atty. Greco stated
that it had a fee schedule attached that they should go over.

Comprehensive Books order – The books were received on Monday in time for the Planning
Commission meeting. There was an error found and Julie notified Mike Brinkash. It will be
fixed. Julie left one for Atty. Greco, Ed Wenger and one was given to all present P.C. members
and the Board of Supervisors.

NEW BUSINESS

Review of and authorization to pay all bills- Skyler made a motion to pay all bills. Julie seconded
the motion. Motion passed without opposition.

Other New Business – Resolution for doing online reporting with PennDOT – Resolution 2024-
4. PennDOT wants the township to make a resolution agreeing to do the annual report via internet
reporting. Skyler made a motion to pass the Resolution. Julie seconded the motion. Motion passed
without opposition.

Resident Complaint about traffic – Angela Buch – The Board received a complaint from resident
Angela Buch about speeding cars in front of her home on Comfort Road (at Buch’s Hollow
intersection). The Board already did a traffic study in 2019, PennDOT allowed for us to put up
warning signs but nothing more. The Board discussed this latest complaint. Atty. Greco suggested
that Julie contact PennDOT and ask if there is anything new that has been approved for the
township to do to assist with this issue.

Residents Comments – Resident Paula Greco stated that someone complained to her about the
area on Center Road by Douglas Lytle’s house. The road has a sharp turn and if you are not familiar
with the road it comes up on you quickly. She wondered if we could put up signs showing a
upcoming turn. Julie reminded her that in order to put up any signs, PennDOT will require that we
do a traffic study and even then, they will decide if any signs are warranted. The Board said a
traffic study would have to be done and considering the low amount of traffic on that road, they
already know what PennDOT will say; Atty Greco agreed and said, ‘it wouldn’t be warranted.’
Paula Greco then asked if the Board has considered revisiting the Solar Ordinance to include no
solar farms on prime Agricultural property. Julie stated that there had been discussion. She stated
that she had suggested they include the geological studies which show the prime lands. Paula stated
that the Comprehensive plan has that in it and they denote those grounds as soils 1, 2 and 3. There
was additional discussion. Julie asked Atty. Greco if we could amend the ordinance or would a
new one need to be written. He told her it could be amended but that the Board should get on it if
they want to do it. Skyler asked if that would affect anything already started. Atty. Greco stated
that it would only if the fee’s had not been paid to start the process. Skyler felt that the Board
should research this. Skyler asked when the soil testing was done. Julie said that the
Comprehensive plan was just done so it would be current. Atty. Greco took notes and would
research the information. Resident Bob Herman asked if the Comprehensive Plan is on the
Website. Julie said that it is not that she just received the books the day before, but the plan is to
put it on. Skyler said there is a copy for the residents to look at here at the office

Motion to Adjourn- Skyler made a motion to adjourn the meeting at 6:25 p.m. Julie seconded the
motion. Motion passed without opposition.
