UNFINISHED BUSINESS
Road Status Report – The crew worked on repairing the bucket of the Loader. They helped
Shamokin Township with a project. The signs were ordered, received and put up for the Jake
Break Ordinance in Augustaville. The crew also fixed the edges on Kratzer Road. Colin stated
that there are some concerns on the part of Seven Points Road that is near the intersection with
Rte. 890. He stated that Larry said it is becoming bad with a wash board affect. Julie was asked
to contact Barry at PennDOT and ask if he had any suggestions on how to even out washboard
issues. Colin also stated that Larry thinks we should try to get a grant for the other side of
Conrad Road (past the bridge). Julie stated that she and he had already discussed this and though
she has no issue applying for a second grant, she feels the priority should be the squash pipe on
Jarrett Road. This project was already discussed and agreed that she would apply for a Dirt and
Gravel Road grant next year.
Zoning Investigations -Julie and Ed Wenger were again notified about that property at 662
Seven Points Road, owned by Kimberly Kemberling and that it is still in violation because the
garbage on the property has not been completely removed. Ed was going to contact one of the
neighbors to gain access to their property to take more photographs. Ed stated that when he went
to the site, he met with a man n the property that said he as Ms. Kemberling’s father. He told Ed
that it would be cleaned up completely by next week. Ed told him he would hold off one week to
file but when he checks it next Thursday night, mt must be cleaned up entirely or he will file
another citation.
Government Funds – Nothing more at this time.
Tyler Karycki/Bill Yost – Property Issue – Nothing more at this time.
Hazen Road Turn around – Mark Hassinger – The Board is waiting for the leaves to fall off the
trees to contact ‘On the Fly’ Areial (Drone) service to go out and do another fly over. Brinkash
did finish the survey.
Solar Farm – Julie received packages of paperwork but not the application for the SALDO
(Land Development). She notified the firm and told them that nothing would be given out until
the application and fees are received. She did received a zoning application and large check
which she returned to Jacob Voyzey as it was not the correct application. This is for the
proposed Solar Farm off Rte. 890 owned by Roy Adams Farms. Mike Brinkash was going to
contact Jacob and tell him what he needs to submit before we can consider it a complete
submission. The funds for the SALDO have just been received today. Julie stated that after
speaking with Atty. Greco she found that the SALDO funds should be kept in a separate account
so a new one needs to be set up with First National Bank. Colin made a motion to set up an
Escrow account, named Land Development at First National Bank for these this project and
future ones. Skyler seconded the motion. Motion passed without opposition.
Jarrett Road – Julie stated that she spoke with Mike Brinkash and he is working with Logan at
NCCD. Mike was going to contact Logan about completely the application. He was waiting to
hear back from him.
Clemens Road Bridge – Wilson Engineering never returned Julie’s requests for a quote so the
Board decided to move forward and contact Buchart-Horne Engineering. The Board met with
their engineer at the site before this meeting. They discussed obtaining a quote for three different
projects. The first one being the minimum amount of work to bring it up to grade, the second for
a Restoration project and the third being a full replacement.
Resolution 2024-03 – Atty. Greco is working on this. The Board looked at some of the
information but felt not all is needed for the resolution.
Comprehensive Books order – The books were delivered and paid for. This can be taken off the
agenda.
Resident Complaint about Traffic-Angela Buch – Intersection at Buch’s Hollow Road and
Comfort Road – Julie was advised at the last meeting to write to PennDOT regarding the
previous traffic study. She was told that there have been no changes so their original
decision/determination would remain the same. There is nothing that can be done. Take this off
the agenda.
NEW BUSINESS
Review of and authorization to pay all bills- Skyler made a motion to pay all bills. Colin
seconded the motion. Motion passed without opposition.
Other New Business – Need to Set a date for the Budge 2025 work session and advertise it –
Julie stated that the budget for the General and State Funds has been completed and that the
Board needs to set a date for a work session. There was some discussion. It was decided that the
meeting would be held on October 22 at 5:00 p.m. and advertised in the Daily Item as a Work
Session for the Budget. Colin made the motion and Skyler seconded it. Motion passed without
opposition.
Escrow Account for Land Development – Julie spoke with Atty. Greco about this and after he
researched it, agreed that the Board needs to open a special account just for the application fees
for Land Development. Julie will take care of it. A motion was made earlier in the meeting.
Julie told the Board that someone had sent her a text indicating they were informed that the
owner of the farm on Houser Road plans on putting in a campsite along the creek. There was
some discussion about this and the reporting individual wants to remain anonymous. The Board
told Julie to contact NCCD and give Ed Wenger a head’s up about it but at this point it is all
conjecture. Also, supposedly there was a road installed without permission. Julie said she knows
that there was a field road there in the past. Julie was told to have Larry look at it and contact our
attorney, Ed Greco about it when Larry reviewed the situation. Supervisor Skyler Herb
questioned why the property owner would not be able to have a campground there. The Board
stated that it was in the flood plain which is a problem and that they were not sure if it was
allowed per zoning. Paula Greco, resident, reminded the Board that the Federal Government
stated that Township’s (Local Governments) must be diligent about not allowing things to be
built or constructed in flood zones or they would hold back Federal funding. Julie agreed with
Paula that this information had in fact been told to the Board in the past.
Residents Comments – Resident Paula Greco stated that there is a bush on a property at the
intersection of Twin Hill Road and Seven Points Road which keeps you from properly seeing
oncoming traffic to the left of the roadway. Julie was told to contact the property owner, Karl
Neiswender and have the bush removed or cut down so the site is not impeded.
Motion to Adjourn- Skyler made a motion to adjourn the meeting at 6:22 p.m. Julie seconded
the motion. Motion passed without opposition.
