PLANNING COMMISSION REPORT
The Planning Commission met last evening and reviewed plans for a subdivision for
Leonard Mechesic-They are now being turned over to the Board of Supervisors. The P.C. also
continued to review the Zoning Ordinance with the Board of Supervisors to bring it up to date.

UNFINISHED BUSINESS

Road Status Report – a) Problem with Washboard effect on Seven Points Road at Intersection
with 890 – Julie wrote to Barry Garvarick at PennDOT and asked if he had any thoughts on how
we can correct the problem at this intersection of 890 and Seven Points Road. He suggested that
when we do our work for next year we consider putting down 2.25” of Polymer Modified
Asphalt with a higher ESAL count. He said they used this at a place in Mahoning Township
with a loop sensor and it has worked well. The crew worked on several pieces of equipment,
added some metal to the Loader bucket to fix and strengthen it. They also assisted Shamokin
Township with a large project. They mowed the township grass and met with Logan from
NCCD to discuss possible Dirt and Gravel Road Grant projects (Conrad Road and Jarret Road).
They also took out the recycling trailer.

Zoning Investigations -Julie received a letter from Mrs. Kimberly Kemberling stating that she
felt singled out. Julie responded with a letter explaining the process of Zoning violations and
how they are reported and handled. She also assured Mrs. Kemberling that she is not being
singled out by the township. She was given an extension of two weeks by Ed Wenger to clean
up her property. She also mentioned a neighboring property but would not give the name of the
individual. Julie wrote the original complainant and asked if they were familiar with the
problem. She has not heard back from them.

Government Funds – Nothing more at this time.

Tyler Karycki/Bill Yost – Property Issue – Nothing more at this time.

Hazen Road Turn around – Mark Hassinger – Waiting for leaves to fall from the trees to hire
‘On the Fly Aerial’ services (drone) again to go over the property.

Solar Farm – The company has requested that they be put on the Planning Commission agenda
for their November 4, 2024, meeting. Julie also received a Right to Know request from another
company that has a possible client interested in putting solar on their farm. This other company
wanted the plans for the Roy Adams Farm. Julie notified Atty. Greco (since the P.C., Engineer,
BOX, or zoning officer have not reviewed the plans yet.). Atty Greco stated that she should
request the 30-day extension so he can investigate what needs to be done. Julie stated that she
asked the Board about having Mike Brinkash at that meeting and all agreed he should attend.

Jarrett Road – Julie spoke with Mike Brinkash about the GP-7 and he is going to start working
on it for the Township since he has all the data. This is for a possible grant through the Dirt &
Gravel Grants program which will open next year.

Clemens Road Bridge – The Board met with a representative from Buchart-Horne and are
waiting for quotes from him. Julie stated if she doesn’t have them before the next meeting she
will contact him.

Resolution 2024-03 – Atty. Greco is working on this. The Board looked at some of the
information but felt not all is needed for the resolution.

Resident Complaint about Traffic-Angela Buch – Intersection at Buch’s Hollow Road and
Comfort Road – Julie contacted Ms. Buch and explained that the township has followed
through with all her concerns by doing a traffic study, contacting PennDOT, etc. PennDOT
stated in their most recent email that nothing has changed in the circumstances to make them
agree to putting a stop sign at the intersection. They stated it is a through road. Mrs. Buch
understood that we have done all we can at this time. This is to be taken off the agenda.

Budget Meeting – The Budget has been given to each Board member and they will meet to go
over it on October 22nd at 5:00 P.M. The work session has been advertised in the Daily Item
newspaper.

Escrow Account – Land Development – The Escrow account has been opened and the
documents have been signed for the bank. Take this off the agenda.
Carl Neiswender – Julie sent a letter to the property owner asking him to remove the bush from
the property because it is blocking the site distance at the intersection for people pulling out from
Twin Hill Road on Seven Points Road. Paula stated that he trimmed it but did not remove it and
asked how the letter was written. Julie stated that she specifically stated, ‘to remove it.’ Julie
and Skyler spoke about it, and he suggested the crew go out and check to see if the site is any
better and the Board will decide what to do from there.

NEW BUSINESS

Review of and authorization to pay all bills- Julie made a motion to pay all the bills. Skyler
seconded the motion. Motion passed without any opposition.

Sub Division – Leonard Mechesic – Review and Approval – The Planning Commission has
reviewed and approved the plans. The Board of Supervisors reviewed the plans, and Julie made
a motion to approve them. Skyler seconded the motion. Motion passed without opposition.

Other New Business – Centerpiece for Convention – Skyler explained that in the past the
Board has had Julie make a centerpiece to donate to the convention. There was some discussion
on the cost in previous years. Skyler suggested we stay with the same amount as last year, which
was $100. Julie made a motion to donate the centerpiece and spend no more than $100 on
supplies. Skyler seconded the motion. Motion passed without opposition.

Emergency Management Coordinator – Skyler explained that at present our EMC is John
Gilligbaurer but after Julie had a conversation with Colin there was some concern that John may
not be able to continue in the position. Julie stated she had no thoughts for a replacement. Paula
Greco stated to perhaps contact Russ Chamberlain since he was a part of Stonington Fire
Company. Another name put forth was Mike McKinney. Atty. Greco stated that there are certain
classes and requirements they must meet to be in the position. Once the Board finds someone,
they need to send a letter to the Governor of Pennsylvania, and he decides if he will approve
them for the position. Another suggestion was to contact Kerry Yordy at Stonington Fire
Company for additional suggestions. There was some discussion about this position, which is a
volunteer position, there is no pay involved.

Residents Comments – None

Motion to Adjourn- Julie made a motion to adjourn the meeting at 6:16 p.m. Skyler seconded
the motion. Motion passed without opposition.
