PLANNING COMMISSION REPORT
UNFINISHED BUSINESS
Road Status Report – The crew worked with Shamokin township on a project. They
maintained the township equipment. They removed downed trees, mowed the township lawn,
and replaced road signs. Colin asked Julie to contact the people about Line Painting to see when
they are going to come. He said if they don’t come soon, we will not be able to have it done
because the temperatures will be too cold.
Zoning Investigations -The Board received a complaint about a property on Irish Valley Road
but then was notified that it looks as if the resident is cleaning it up and the complainant
rescinded his complaint. Julie did not send Ed Wenger out on this. Julie contacted Ed Wenger
for an update on Kimberly Kemberling (property at 662 Seven Points Road.) This was his reply:
“I have been monitoring the property and upon my last two visits, the trailer full of trash appears
to have been emptied. There is still a large roll-off dumpster on the property but I’m not sure
that in itself is a violation. I cannot see what is in the dumpster on the property but I’m not sure
that in itself is a violation. I cannot see what is in the dumpster due to the way it is positioned, so
until I am advised otherwise, I can only assume that the violation has been resolved. The Board
agreed.”
Government Funds – Nothing more at this time.
Tyler Karycki/Bill Yost – Property Issue – Nothing more at this time.
Hazen Road Turn around – Mark Hassinger – Waiting for leaves to fall from the trees to hire
‘On the Fly Aerial’ services (drone) again to go over the property.
Solar Farm – The company has requested that they be put on the Planning Commission agenda
for their November 4, 2024, meeting. Julie also received a Right to Know request from another
company that has a possible client interested in putting solar on their farm. This other company
wanted the plans for the Roy Adams Farm. Julie notified Atty. Greco (since the P.C., Engineer,
BOS, or zoning officer have not reviewed the plans yet.). Atty Greco stated that she should
request the 30-day extension so he can investigate what needs to be done. Julie stated that she
asked the Board about having Mike Brinkash at that meeting and all agreed he should attend.
Jarrett Road – Nothing further.
Clemens Road Bridge -The Board received the estimates just this morning from Buchart-Horne
and reviewed them. Colin stated that we will have to see if there are any grants available. Option
1 which is just to repair the bridge came in with a low cost of $230,000. And High cost of
$350,000. The Replacement of it came in with low cost of $1,030,000. Or high of $1,630,000.
Colin asked Julie to reach out to Mike Stender’s office and to Linda Culver’s Office and inquire
about any grants that might be available.
Resolution 2024-03 – The Board has the information and agreed to review it for the next
meeting.
Budget Meeting – The Budget meeting was held and budget for both the State Fund for 2025
and the General Fund for 2025 was reviewed. Julie made a motion to advertise for the 2025
budget. Skyler seconded the motion. Motion passed without opposition.
Carl Neiswender – The bush was cut down but not removed. Julie had the crew go out and look
at it. The crew did and said that it is fine. (Take Off)
Emergency Management Coordinator – Julie called Kerry Yordy about training for this
position. He stated there is no training needed. Julie spoke to the Board and agreed to contact
Russ Chamberlain. She spoke with him and explained the volunteer position. He told her he
would think about it and let her know. She asked if he could tell her before the Board’s
November meeting.
Centerpiece for Convention – Julie created a lantern centerpiece to donated to the Convention
