PLANNING COMMISSION REPORT –
The planning commission met on November 4th and reviewed the Land Development plans for
Pivot Energy (Roy Adams Solar project) and also a Land Development plan for Aaron Smucker
presented by Burget Associates. The preliminary plan for Aaron Smucker was not approved as
they did not have all the information needed. The Plan for the Adams project received a
conditional preliminary approval. The Board agreed with the recommendation of the Planning
Commission and our Engineer.

UNFINISHED BUSINESS

Road Status Report – The crew prepared the township building for the election last week, they
mowed the township lawn, took out the recycling, removed downed trees, and have been using a
rented Boom mower to trim back brush on township roads to prepare for winter.

Zoning Investigations -Our zoning officer is off on sick leave recovering from major surgery,
however Ralph from Lehigh’s office has been picking up the office hours so we are not without
coverage. Each board member received a copy of an update from Ed Wenger.

Government Funds – Nothing more at this time.
Tyler Karycki/Bill Yost – Property Issue – The Board discussed that this has been going on for
far too long, at least over 2 years and asked our attorney to reach out to Atty. Bathgate again for
an update.

Hazen Road Turn around – Mark Hassinger – Julie spoke with the owner of On the Fly Aerial
and he will go out in the next week and fly the drone again to get new and updated pictures so
the Board can see what progress Floyd Long has made.

Solar Farm – Dealt with under Planning Commission.

Jarrett Road – Nothing further.

Clemens Road Bridge -Julie received a letter from Buchart Horn asking if we are going to
proceed. She also received a letter from Barry Garvarick from PennDOT about putting the bridge
on the TIP replacement program. The Board also met with KPI about possibly putting in a
culvert instead of replacing the bridge. We are waiting for some answers to the questions asked.
Julie also stated that she had spoke to Jeff Cole at Linda Culver’s office that day and learned that
there is a grant available with no match except that it needs to be submitted before the end of this
month. The Board discussed the options in detail and decided Julie should reach out to Linda’s
office and attempt to get the grant started for the no match grant. They also want her to get the
bridge put on the TIP program with PennDOT and to fill out all necessary paperwork. Skyler
made a motion for Julie to apply for these two programs. Colin seconded the motion. Motion
passed without opposition. The Board feels they are creating a plan and moving forward.

Resolution 2024-03 – Julie asked Atty. Greco the reason for a few of the categories listed in the
resolution. He explained their purpose. The other two Board members agreed to review the new
suggestions and discuss by the next meeting.

Budget Meeting – The Budget was advertised in the Daily Item and here at the township. Colin
asked the residents if they had any questions regarding it. No one did. The Board gave brief
explanations for some of the categories. Skyler made a motion that we adopt the budget for
2025; Colin seconded the motion. Motion passed without opposition.

Emergency Management Coordinator – The Board requested Julie reach out and speak to
Russ Chamberlain about the position. She did and he phoned her that morning to tell her that he
would be interested in doing it. Julie then contacted the County and is waiting to hear back from
them about what now needs to take place. She believes that the Board will have to fill out the
appropriate forms and also run a State Police Check as part of the procedure. Skyler made a
motion that Julie run the check and move forward doing the paperwork. Julie seconded the
motion. Motion passed without opposition.

NEW BUSINESS

Review of and authorization to pay all bills- Skyler made a motion to pay all the bills. Julie
seconded the motion. Motion passed without opposition.
Other New Business – Advertise for 2025 meetings of BOS & PC – Skyler made a motion that
the dates be advertised for the two Boards for the coming year of 2025. Julie seconded the
motion. Motion passed without opposition.

Julie will be retiring in late June 2025. An Advertisement has been created to put in the Daily
Item and approved by the entire Board of Supervisors. Important to not that only resume’s will
be accepted and they must include a cover letter; no applications. Colin made the motion to
advertise, and Skyler seconded the motion. Motion passed without opposition.

Julie explained that Atty. Greco sent a letter to a resident for the Board explaining that because
of a State Law the Township cannot pay for any damage to their property when our truck
delivered a load of dirt. The Board discussed this with the residents and explained that this is a
fairly new law and we were unaware of it until it was brought to our attention by the Insurance
Company. The Board doesn’t agree with this but must follow the law.

Residents Comments – None

Motion to Adjourn- Julie made a motion to adjourn the meeting at 6:38 p.m. Skyler seconded
the motion. Motion passed without opposition.
